Important Information For CUPE 1734 Members
LA.11.7 Those twelve (12) month employees filling vacancies as a result of their applying to a job posting are to remain twelve (12) months at their position. Ten (10) month employees are to remain in their position until the end of the school year. This requirement can be waived with permission from the Superintendent responsible for Human Resource Services. This does not prevent employees from applying for a position or from applying for a promotion during the twelve (12) month period.
CUPE 1734 applicants will be considered to have the required educational qualifications based on the job description for the CUPE 1734 classification they currently hold on a permanent basis, in accordance with the terms of the CUPE 1734 Collective Agreement.

- To coordinate caretaking services and building support.
- To oversee site service contracts for schools and facilities such as snow removal and grass cutting.
- To oversee facility operations and emergency maintenance.
- To review and monitor, in conjunction with the Assistant Managers, Caretaking Services, all caretaking operations and issues associated with the same.
- To support the development and implementation of departmental goals, objectives, and performance metrics, ensuring alignment with the Trustees Multi-Year Strategic Pan and Director’s Action Plan.
- To support the development and implementation of robust preventative and predictive maintenance programs to optimize asset lifespan and minimize operational disruptions.
- To establish and maintain service standards and guidelines for caretaking operations.
- To oversee and evaluate staff training requirements for cleaning, disinfecting, preventive maintenance of building and building systems.
- To manage and coordinate responses to emergency situations (e.g., power outages, severe weather events, critical equipment failures) and after-hours calls.
- To manage employee relations, including hiring, training, performance management and conflict resolution, in accordance with Collective Agreements and Board policies.
- To collaborate with other school boards to monitor and evaluate best practices for maintenance and caretaking operations.
- To collaborate effectively with school administrators, teaching staff, parent councils, community groups, and other internal and external stakeholders to address facility needs and concerns.
- To liaise with service contractors, consultants, unions and staff of all levels to review and resolve operation needs and issues including conducting periodic site inspections to ensure compliance with Board custodial standards.
- To work collaborative with other departments in developing RFPs, PFIs, contracts, return to work programs, and compliance with health and safety legislation and regulations.
- To monitor the annual caretaking budget, authorizing purchases and expenditures and ensuring that operation remains within approved budget guidelines.
- To manage supplies and contracts and monitor the levels of performance of the same.
- To attend and participate on various committees and sub-committees as required.
- To perform other duties as assigned.
- Post-secondary degree or diploma in Engineering, Business, Human Resources, or a related field, is required.
- Seven to ten years progressive experience in facility operation and management, with at least three to five years in a leadership or management role, preferably within a large institutional or public sector environment (e.g., school board, university, municipal government).
- Experience working in a unionized environment and interpreting collective agreements is required.
- Effective verbal and written communication, interpersonal, problem-solving, and computer skills are required.
- Ability to deal effectively with a variety of individuals and groups both within and outside the Board is required.
- Must possess a valid Ontario Driver’s License and have access to transportation.
- Responsible for leading a team within caretaking operations, to developing a culture of safety, care, and continual improvement to service.
- Directly supervises Assistant Managers, Supervisors, and caretaking staff.
- Manages operational budgets and ensure efficient use of resources, including commodities, contract services and caretaking equipment.
- Manages the life cycle planning program for caretaking equipment.
- Communicates confidential matters with individuals and groups within and outside of the Board as it relates to facility operations practices and related legislation.
- Builds and maintains collaborative relationships with multiple departments, contractors, and internal and external partners for the coordination of caretaking operations.
- Responsible for adherence to Board policies and procedures and all applicable legislations, regulations, building codes, and health and safety standards (i.e., Ontario Building Code, Occupational Health and Safety Act, Ministry of Education guidelines).
- Develops and implements caretaking operations policies and procedures to align with legislative requirements and industry standards and practices.
- Decisions made can have an impact on caretaking operations. Risks include noncompliance to building codes and regulations resulting in compromised life safety and cleanliness standards.

- Regular travel between Board sites is required; have access to transportation.
- Will be required to respond to after-hours emergencies or supervise urgent repairs.
