Properties Manager (Reservoir Rights Services)

What you'll do
The Manager, Reservoir Right Services (RRS) reports to the Senior Manager of Property Rights Management (PRM), is a member of the PRM leadership team and shares accountability for the achievement of overall strategic and operating goals and objectives in Properties and specifically the PRM team.
Specific accountabilities include:
* Leads the day-to-day operations, financial and administrative functions of the RRS team;
* Encourages the team members to be engaged, high-performing and collaborative;
* Builds strong, collaborative relationships with Properties colleagues and other internal business groups;
* Conducts all necessary tasks associated with the administration of Department budget, personnel and procedural matters;
* Responds to highly diverse queries and ensures client satisfaction by overseeing service delivery from the RRS team;
* Works collaboratively and productively with key partners in other BC Hydro business groups to develop, modify, or enhance business processes that involve Properties (i.e. Property Referrals etc.);
* Works with landowners of properties charged with right of way agreements to explain the nature and extent of BC Hydro’s rights; to outline the restrictions on private properties due to said agreements; and to develop and manage the processes by which such agreements might be examined, acquired, potentially modified, or released; and
The Properties Manager leads a team of approximately 8 staff located at Dunsmuir, and occasionally contractors, who have responsibility to:
* Manage BC Hydro’s properties and property interests associated with approximately 40 reservoirs and 33 Hydroelectric Generation facilities and 2 Thermal Generation plants around the Province;
* Negotiate and administer land use agreements on BC Hydro’s generation properties where BC Hydro is the licensor or the licensee;
* Support Capital Project Teams, Environmental Mitigation or Enhancement Projects, Dam Safety and Generation System Operations’ Projects and other such initiatives by providing properties services including acquiring and managing appropriate land and land tenure agreements; mapping and inventories of property status; advising on Crown land tenure requirements and other property matters;
* Work with landowners of properties charged with flowage right of way agreements: to explain the nature and extent of BC Hydro’s rights; to outline and enforce, as required, the restrictions on private properties due to said agreements;
* Establish and maintain constructive working relationships with Crown agencies, local government and internal Business
Groups in order to facilitate the timely resolution of issues and the acquisition and administration of rights required to achieve BC Hydro’s objectives; and,
* Maintain records and respond to internal and external enquiries pertaining to BC Hydro’s properties, Land Act tenures, Water Act rights and associated interests including licenses, permits, Orders and reserves.
What you bring
The ideal candidate is an experienced professional with a significant level of understanding related to all aspects of Crown, private and other complex property accountabilities, exhibited by education and/or experience, with a proven ability to lead a team effectively and balance day-to-day operational delivery with management of strategic issues and opportunities.
* Minimum of seven (7) years experience in progressively more responsible management or project leadership positions, with demonstrated related experience (preferably related in land matters) within an operations environment.
* A university degree or post-secondary diploma/certificate in a related discipline or field, including management courses in business, finance, accounting or equivalent combination of education, training and experience may be considered;
* Strong people management, organization, planning, analytical and problem-solving skills.
* Excellent communicator with exceptional oral, written, and interpersonal communication skills and can represent BC Hydro in a professional manner.
* Well-rounded knowledge of BC Hydro’s land tenures (i.e. Licences, Flowage Agreements, Purchase of Land etc..), BC Hydro’s generation system, and experience with a Property Referral process (related to use of generation lands and reservoir impact areas) is a strong asset.
* Proven team player and relationship builder, with strong interpersonal, conflict management, problem-solving, analytical and negotiation skills.
* Proven ability to take ownership of issues, effectively assess risk, prioritize appropriate actions, and persevere to achieve results.
* Experience in promoting employee development by establishing clear expectations, providing feedback, and having difficult conversations.
* Ability to ensure team is in compliance with business processes and corporate policies.
* Well rounded knowledge of business process, budgets, forecasting and project management techniques is desirable.
* Experience as a people leader (direct management of a team/people) in progressively more responsible roles is an asset.
What else you should know
* This is a Full-Time Temporary (FTT) position location at our Dunsmuir location in Vancouver. This is an FTT opportunity until approximately end of May 2027.
* Occasional travel may be needed to support BC Hydro projects.
* Shortlisted applicants will be required to complete an online leadership assessment as part of the interview process.
* A condition of employment in this role is that you maintain your Class 5 Driver's License in good standing.
* Please note this role is classified as a Hybrid role under the flexible work model, which currently includes a mix of working from home and working in the office. At present, this role is expected to work in the office a minimum of three days per week however at times it could be more frequent due to operational requirements and does require flexibility.
