What will you do?
- Supervise a diverse work group with independent decision-making authority over people, finances, and operations, including direct supervision of up to 4 staff and accountability for 100-150 unionized staff during the summer
- Lead, establish, and exemplify the desired culture, ensuring commitments are translated into work group processes and practices
- Manage human resources functions including recruitment, coaching, performance development, and conflict resolution
- Actively participate in the development of operational strategies for the unit, aligning with corporate, departmental, branch, and section strategies
- Create and annually maintain the Paved Roads Asset Maintenance Plan in collaboration with relevant programs and departments
- Provide recommendations for annual paving locations, budget, and repair methods, and establish the scope of various paving operations
- Determine, monitor, and manage budget requirements for an annual budget of $9-10 million from combined capital and operational funding
- Oversee program assigned staff, equipment, materials, contractors and facilities, ensuring their prudent and effective use
- Support city-wide roadway district operations as a rotating Mobility Infrastructure Services Standby Contact, available for after-hours emergencies
- Ensure timely creation and review of Standard Operating Procedures and Hazard Assessments, championing operational excellence and best practices
- Respond to Council inquiries/POSSE and 311 Call-backs, and ensure accountability for meeting district 311 Service Level Agreement (SLA) targets
- Adhere to Quality Assurance and Quality Control measures, including defining program quality standards and ensuring compliance with City Complete Streets Design and Construction Standards (CSDCS)
- Education in Management, Commerce, Science, Planning, Engineering, or a related discipline. Other equivalencies may be considered
- Extensive experience in a Paving Operations setting
- Progressively responsible leadership experience in a large, complex, unionized organization
- Demonstrated knowledge in operations management with experience overseeing service delivery
- PMP certification
- Additional certification or coursework/training in financial management; public administration; change management; or other leadership training
- Experience working with large seasonal operations and staff change over
- P.Eng with APEGA registration in good standing
- Proven leadership and supervisory skills, including problem-solving, project management, conflict resolution, and team building in unionized environments
- Strong interpersonal and communication skills, both verbal and written, with the ability to develop and maintain effective working relationships with diverse partners
- Demonstrated organizational and planning skills, including the ability to manage service delivery, prioritize tasks, and effectively supervise a large workforce
- Extensive knowledge of operational best practices, relevant legislation (OH&S, ENVISO, WHMIS), and experience with human resources functions and external contractor management

- Up to: 1 permanent full-time position
- Hours of work: 36.9 hours per week, Monday - Friday
- Salary: $105,668.31 - $132,083.940 (Annually)
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
- This position is eligible for the EDO program (Earned Day Off)
- Valid Alberta Class 5 driver's license (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position. Must obtain business auto insurance for personal vehicle use on City business
- Management and Out-of-Scope positions at the City of Edmonton are being reviewed for possible inclusion in the Civic Service Union 52 bargaining unit. If this position is impacted, the incumbent will be notified accordingly
