IT Business Systems Analyst/Project Manager

On behalf of our public sector client, Affinity is looking for an IT Business Systems Analyst/Project Manager to help support the Business Systems Division with three projects already underway. Additional projects may be given.
Responsibilities:
• Incident Reporting and Investigation System (IRIS) Replacement: We have chosen a proponent after an RFP process and are now planning for implementation.
• Notice of Bylaw Violation (NBV) - Software for Enforcement & Administration Procedures (RFP): We are preparing to release an RFI within the next week or two to gather market information, followed by an RFP. This is crucial for meeting the regulatory requirements for NBVs and MTI violations.
• Corporate Climate Action Energy Management Information System: We are replacing our SoFi software to support the Climate Action Services in achieving their target of reducing corporate GHG emissions by 45% by 2030, in alignment with Climate 2050. An RFP will be issued within the next few weeks.
Qualifications:
Technical Expertise & Implementation Experience
• Proven ability to troubleshoot and resolve complex technical issues.
• Strong understanding of IT infrastructure and its interdependencies with enterprise, vendor, and custom-built systems.
• Experience leading large-scale IT implementations, including systems involving both software and hardware components.
• Solid knowledge of front-end and back-end development practices.
• Proficient in Azure DevOps and Agile methodologies.
• Familiarity with PMO processes and business systems planning.
Project & Vendor Management
• Demonstrated ability to manage large-scale projects with minimal supervision.
• Strong vendor relationship management skills.
• Experience with RFP and RFI processes in the public sector.
• PMP, CSM, and CSPO certifications are considered assets.
Public Sector & Business Analysis
• Prior experience in the public sector is a strong asset.
• Skilled in documenting requirements, preparing business cases, conducting feasibility studies, and analyzing cost-effectiveness.
• Ability to assess business processes, identify priorities, and propose alternatives.
• Considerable knowledge of IT trends and developments relevant to public sector work.
Communication & Collaboration
• Exceptional communication skills with the ability to engage constructively in high-stakes environments.
• Comfortable navigating strong personalities and differing opinions with professionalism and diplomacy.
• Proven ability to build consensus and maintain effective working relationships across diverse teams.
