Job Summary
Reporting to the Manager of Fleet Services, the Supervisor of Fleet Operations is responsible for managing all fleet shops, including maintenance, repairs, and collision services, as well as activities related to make ready, decommissioning, and disposal of vehicles and equipment in the Regional Fleet. The role ensures compliance with legislative requirements and Regional policies and procedures while maintaining high standards of service delivery.
Education
- Ontario Certificate of Qualification under the Apprenticeship and Trades Qualification Act as a Truck and Coach Technician (310T).
- Certificate of Qualification under the Apprenticeship and Trades Qualification Act as an Automotive Service Technician (310S) is an asset.
- College or University diploma/degree in a related discipline is an asset.
- Additional training in people leadership is preferred.
- An equivalent combination of education, experience and qualifications may be considered.
Knowledge
- 10 years of progressive experience in the maintenance of a municipal or diverse fleet, with 3–5 years in a supervisory or lead hand role.
- Experience leading in a unionized environment is an asset.
- Thorough knowledge of methods, tools, and equipment used in the repair of vehicles, specialized equipment, and small engines, including diagnostic procedures and technical repairs.
- Thorough knowledge of quality control, provincial inspection requirements, and documentation.
- Strong analytical thinking, decision-making, planning, prioritization, and execution skills, with proven problem-solving ability.
- Detailed knowledge of applicable legislation including: Highway Traffic Act and Regulations, Commercial Vehicle Operating Registration Regulations, Dangerous Goods Transportation Act, Truck and Bus National Safety Code, Occupational Health and Safety Act and Regulations, employment legislation, and Environmental Protection Act.
- Intermediate proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Working knowledge of fleet Computerized Maintenance Management Systems (CMMS) (e.g., AssetWorks), inventory management systems (e.g., AssetWorks & Cityworks), fuel management systems (e.g. Coencorp), and various diagnostic systems is an asset.
- Working knowledge and experience with Automated Vehicle Location (AVL) applications is an asset.
Responsibilities
Oversee fleet shops operations (3 locations), ensuring safe and efficient service delivery. (50% of time)
- Develop and implement preventative maintenance and repair programs, aligned with CVOR and internal requirements, while educating user departments on maintenance practices.
- Coordinate and schedule vehicle maintenance and repairs to minimize service disruption and maximize staff efficiency.
- Review and close work orders, ensuring accurate documentation of labour, materials, equipment, and coding.
- Monitor and maintain appropriate stock levels, ensuring timely assignment and use of materials.
- Set work priorities, generate/close work orders, and verify work descriptions and material availability.
- Perform audits of pre-trip forms for completion, accuracy, and compliance.
- Monitor and coordinate preventative maintenance and commercial vehicle inspection programs.
- Source and review vendor estimates for best value, coordinating outsourced repairs (e.g., accident damage, towing, tire repair), issuing requisitions, and processing invoices.
- Identify, draft, and revise standard operating procedures.
- Coordinate facility repairs and inspections (e.g., hoists, lifting and aerial devices).
- Review accident reports, prepare repair cost summaries, and track recoveries.
- Lead calibration programs for winter vehicles, including administration of winter controller systems and validation processes.
Supervise staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved. (25% of time)
- Enable results with the organization’s human capital strategy to foster employee engagement.
- In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.
- Ensure focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
- Ensure staff has the information and resources to make successful plans and decisions.
- Ensure all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
- Help to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department.
- Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
- Ensure all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
Coordinate of vehicles and equipment procurement, upfitting and disposition. (10% of time)
- Coordinate acquisition of new vehicles and equipment, including common inventory stock for future maintenance.
- Arrange short-term vehicle/equipment rentals from external vendors as required.
- Prepare operator inspection checklists and preventative maintenance schedules for new assets.
- Ensure licensing, ownership, insurance, and validation stickers are properly issued and distributed.
- Oversee processes for vehicle upfitting, in-servicing, decommissioning, and AVL/GPS replacement in line with capital replacement programs.
Ensure compliance, service quality, and continuous improvement of fleet operations. (10% of time)
- Monitor fleet performance through key performance indicators and service delivery measures.
- Ensure compliance with safety inspection station licensing and quality standards prior to vehicle approval.
- Conduct safety audits and inventory checks to ensure accuracy and a safe work environment.
- Ensure operator concerns and safety repairs are addressed prior to vehicle deployment.
- Identify opportunities for service improvement and recommend process or procedural changes aligned with divisional priorities.
Manage and administer annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. (5% of time)
- Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy.
- Contribute to annual maintenance workload projections and planning exercises.
- Recommend strategies, service delivery improvements, and cost-reduction opportunities.
- Provide input on specifications for procurement of fleet materials, equipment, and vehicles.
Perform other related duties and responsibilities as assigned or required.
Special Requirements
- Must possess and maintain a valid and unrestricted class license for the class of the vehicle operated (Class G). A DZ licence is considered an asset.
