Position Information
Temporary position until approximately September 20, 2026.
The Emergency Management Specialist 1 is responsible for the development, implementation and sustainability of the Emergency Management Program at The Ottawa Hospital (TOH). The Specialist 1 will develop programs to prevent, mitigate, prepare, respond and recover from hazards outlined in the hospital Emergency Codes and other planned and unplanned incidents that may impact The Ottawa Hospital. This role also focuses on ensuring business resiliency through the development and evolution of business continuity and disaster recovery plans.
Rotation/Shifts
Days, 8 hour shifts and a rotation on-call coverage.

- 4-year Undergraduate Degree in Health Care Discipline, Emergency/Disaster Management, Business Continuity/Disaster Recovery OR Equivalent level of education combined with 5-10 years of experience in an emergency management capacity will be considered;
- IMS 200 certification or equivalent;
- Certified Business Continuity Planner (CBCP/ABCP/MBCP);
- IAEM Associate Emergency Manager;
- Minimum 5 years of experience working in an Incident/Disaster management role, or related field;
- Experience in responding to emergencies: EOC coordination and activation;
- Extensive experience in developing and delivering emergency management program training;
- Knowledge of the Emergency Management Civil Protection Act, federal and provincial regulations;
- Knowledge of principals of Emergency Management- Mitigation/Prevention/Preparedness, Response and Recovery;
- Knowledge of emergency risk management as it relates to Occupational Health and Safety Act in preparing and responding to disasters in the health;
- Knowledge of HIRA - Hazard Identification and Risk Assessment and business continuity plans;
- Knowledge of IMS doctrine of Ontario or HICCS;
- CBRN training;
- Coordination of external partners and services and health services;
- Knowledge of exercise design evaluation and improvement;
- Knowledge of after action reports and corrective action plans;
- Business Continuity Management practices and protocols, including in-depth knowledge of international BCM standards promoted by BCI and DR. and ISO;
- A strong understanding of operational risk and resilience, business process improvement methods as well as risk related control frameworks and practices (COCO, COSO, ISO, ITIL, CMM, COBIT, etc.);
- Ability to work with MS Office Suite, Teams, Sharepoint, Excel;
- Strong organization skills and time management skills;
- Strong public speaking skills;
- Strong judgment, strategic focus;
- Interpersonal skills;
- Ability to work under pressure;
- Partnership building and political acumen;
- Eligible to work in Canada.
- Master's degree in Disaster Management, Crisis Management and Business Continuity, Risk Management;
- Proficiency in English and French - oral expression (advanced level) and comprehension (advanced level).
