Reporting to the Commercial Network planning and Scheduling Manager, the NCIP Commercial Rail Operations Planner is responsible for developing, coordinating, and executing transfer movements to meet the maintenance program objectives, service level requirements, and project needs. This role works collaboratively with internal and external stakeholders to monitor progress, address risks, and optimize the use of resources, space, and equipment while ensuring rolling stock availability.

Reporting to the Commercial Network planning and Scheduling Manager, the NCIP Commercial Rail Operations Planner is responsible for developing, coordinating, and executing transfer movements to meet the maintenance program objectives, service level requirements, and project needs. This role works collaboratively with internal and external stakeholders to monitor progress, address risks, and optimize the use of resources, space, and equipment while ensuring rolling stock availability.
Responsibilities
- Execute planning activities by preparing schedules, communicating updates, maintaining planning tools (e.g., NPO, Planner, Excel, ODBS), coordinating special requests and movements, adhering to targets, and identifying risks to support informed decision-making;
- Update performance reports to support departmental objectives, ensuring equipment follow-up information and assignments are up to date;
- Partnership with key stakeholders to engage in cross-functional meetings to gather operational requirements, offer strategic guidance, and proactively identify risks or potential misalignments;
- Collaborate with internal teams and host railway stakeholders to develop and refine equipment movement plans, ensuring timely updates and clear communication;
- Facilitate resolution of planning conflicts to support commercial objectives and minimize impact on service delivery and do the appropriate recommendations;
- Act as a liaison among departments for the execution such as Maintenance, Project Team, Transportation, Customer Experience, Technical Services, and the Control Center to ensure that equipment movement requirements are coordinated and carried out effectively.
- University degree in operations management, administration, engineering, or any relevant related field;
- A minimum of 2 to 3 years of experience in a planning environment;
- Proficiency in the Microsoft Office suite; advanced functions of Microsoft Excel;
- Familiarity with planning tools such as NPO, Power Query and Power BI is an asset;
- Strong communication skills with the ability to collaborate across departments;
- Bilingual English and French (oral and written);
- Organized with the ability to manage multiple priorities;
- Ability to adapt to changing work priorities in a fast-paced environment;
- Problem-solving skills with a proactive approach to identifying challenges;
- Have a basic understanding of VIA’s network and host railways.
