Role scope
To support the HSSE team with planning, coordinating, and implementation of the Project HSSE Management program. Provide support to Project and Operation teams in all aspects of safety, occupational health, and environmental issues. Monitor the Project objectives and targets to ensure the objectives are fully implemented and met on site. To effectively manage a team of safety officers in his respective area and be a hands-on support to resolve any HSSE matters on site. To identify opportunities for HSSE improvement, share best HSSE practices, and monitor the status of HSSE program implementation.
Details / responsibilities
- Have comprehensive knowledge of the project HSSE requirements, specifically the HSSE plan and ensure full implementation and compliance on site. Advise project staff and employees of the HSSE plan requirements
- Facilitate and provide support and guidance on effective HSSE risk management in your area of responsibility
- Ensure Project specific HSSE legal requirements are communicated and implemented
- Ensure the Project HSSE plan is fully communicated and a copy available on site for use by project staff
- Ensure the full implementation of the waste management plan and ensure employees are educated on how to discard waste correctly
- Ensure the emergency response preparedness plan is fully implemented and employees are aware of what to do in case of an emergency. Prepare emergency drills as per the agreed scenarios and schedules
- Provide guidance on the implementation the Project specific HSSE Procedures and ensure they are fully implemented on the project
- Ensure all HSSE inspections, testing and color-coding is performed in accordance with the project inspection matrix. Ensure all findings are closed out effectively and in a timely manner
- Review the quality of the level 1 inspections and provide feedback to safety officers on the same
- Monitor involvement of project supervision in the HSSE Program and report back to the Project HSSE Superintendent/Manager on the status
- Ensure HSSE Communications is done on site and Notice boards are kept up to date in line with the Company requirements
- Report and investigate all incidents in a timely manner and support with RCA in as and when required
- Support the implementation of corrective actions in a timely manner and report back to the Project HSSE Superintendent/Manager on the status
- Provide support to the Project HSSE Manager with information required for the monthly report
- Ensure employees have the relevant HSSE training for the work at hand
- Monitor the effectiveness of the HSSE training program and report back to the HSSE. Superintendent/Manager on any improvements required in the training programs
- Allocation and proper delegation of HSSE responsibilities to sub-ordinates to ensure regular monitoring of personnel and work area for safe actions and safety workplace
- Monitor the performance of HSSE staff under your control and report back to the HSSE manager on any changes or required to be made on the HSSE organization structure
- Support HSSE Staff on site with the day-to-day management of their respective sites
- Support the continual professional development of the HSSE team
- Ensure work area environment is maintained safe through the pro-active enforcement of HSSE rules and regulations. Consult with Construction management to ensure good, safe and healthy work atmosphere
- Advice / guide site employees on selection, use, limitations, maintenance, and storage of personal protective equipment and monitor the performance
Qualifications
- NEBOSH IGC or NQF/NVQ level 3-5 certificate
- Plus a minimum of 5 years’ experience
- You will have good supervisory skills and a demonstrated record of supervising HSE teams
- Proficient with Microsoft Office (Word, PowerPoint, Excel)
- An assertive proactive self-starter with a record of accomplishment as a successful leader
- Excellent interpersonal and communication skills with the ability to lead a team
- Ability to build positive and productive relationships with diverse groups of people; thrives in a collaborative and challenging team environment
- Solid planning, organizing and negotiating skills; can manage multiple tasks, meet deadlines and respond to changing priorities
- Must understand the basic requirements of RCA and have good Investigation skills
- Be able to spot unsafe work conditions or behaviour and act on it accordingly
- Communication:
- External - Client Representatives, Sub-contractor’s Representatives
- Internal - Site Construction Manager, Project HSSE Superintendent/Manager Sub-ordinates, and other department managers / heads on project site
- You will directly report to the project HSSE Superintendent/Manager. In the absence of the project HSSE Superintendent you will report directly to the Project HSSE Manager
- Have knowledge of Construction field implementation of HSSE requirements
- Knowledge and a good understanding of ISO 9001, 14001 and 45001
- Must have good experience and understanding of how to implement HSSE requirements in the field
- Must be able to perform thorough site inspections and have the ability to close them out in a timely fashion
- Understand the principals of risk management/HIRA
- You will understand Incident Root Cause Analysis and display knowledge and experience in this field
- Understanding of OSHA incident classification criteria
