The role:
The Director, People & Culture initiates, leads and implements all strategies, policies and procedures, and systems for the delivery of human resource activities for the entire company. Working as part of the senior leadership team promotes activities that support a high performance culture emphasizing quality, continuous improvement, high performance; and the recruitment, retention, and ongoing development of a superior workforce.
Reporting directly to the Vice President, P&C and working closely with the CEO the Director, People & Culture will be responsible for developing and executing the human resource strategy in support of the overall business plan and strategic direction of the company. This role will be responsible for overseeing and leading the HR department and provide their expertise in workforce planning and resource management, talent management, employee relations and performance management, organizational development, engagement and culture, total rewards, training & development, compliance and employment law, and fostering a high-performance and inclusive workplace culture.

In This Role, Your Major Responsibilities Will Be To:
Strategic Leadership
- Develop and implement HR strategies aligned with the company’s mission and goals.
- Partner with executive leadership team to support business objectives through workforce planning, resource management, talent acquisition, HR operations and organizational development.
- Lead change management and organizational transformation initiatives.
Resource Management & Talent Acquisition
- Oversee the recruitment team in selection processes to attract top-tier talent
- Implement talent development programs, succession planning, and career pathing strategies.
- Lead resource management initiatives, bench resources and support bid process.
- Champion employee engagement and retention efforts.
Culture & Employee Engagement
- Foster a diverse, equitable, and inclusive workplace culture aligned with company values.
- Design and execute employee engagement initiative and recognition programs.
- Serve as a trusted advisor to the Executive Leadership team and advocate for employees across the organization.
Compensation & Benefits
- Lead the design and administration of competitive compensation and benefits programs.
- Conduct market benchmarking and analysis to ensure equity and compliance.
- Oversee performance management program and reward systems that drive accountability and performance.
Compliance & Risk Management
- Ensure compliance with federal and provincial employment laws and regulations in Canada and the US.
- Oversee HR policies and procedures; ensure consistency and legal compliance.
- Mitigate HR-related risks through effective governance, documentation, and training.
Operational Excellence
- Lead and provide sound leadership to the People & Culture team in HR operations and deliver efficient and scalable people operations.
- Evaluate and implement HR technologies to improve efficiency and employee experience.
- Other duties as required.
To Be Successful In This Role, You Should Bring the Following:
- Bachelor’s Degree in Human Resources, Business Administration, or related field (Master’s or CPHR/CHRL designation preferred).
- 10+ years of progressive HR experience, including 5+ years in a leadership role managing a team.
- Solid understanding of Canadian and US employment law and legislation and HR best practices.
- Strong experience in the IT or professional services/consulting sector is preferred.
- Demonstrated ability to lead teams and manage multiple HR functions effectively.
- Excellent communication (written and verbal), interpersonal and decision-making skills.
- Strong analytical skills and experience working with HR systems and data
- Ability to build trusted relationships and demonstrated ability to deal with conflict in a constructive way.
- Proficient in MS Office Suite.
- Willingness to travel occasionally to the Victoria office or other Quartech locations.
