One of the Department of Health and Wellness’s (DHW) mandates is to ensure the delivery of collaborative health care to communities through Emergency Health Services, including medical communications, medical first response, ground and air ambulance, and other programs. DHW is responsible for setting standards, developing policies, funding, and regulatory oversight of the EHS system and the vendor contracted to operate the EHS system.
About Our Opportunity
Reporting to the Director, Emergency Health Services, the Manager, Emergency Health Services is responsible for managing program resources for Emergency Health Services (EHS) including contract management, procurement, budget preparation, expenditure tracking, and monthly forecasting and service delivery assessment. The Manager contributes and provides leadership to EHS projects and programs by ensuring that legislation, regulation and policy development supports implementation. The Manager supports the Director in the process of providing leadership, management and direction to the province's integrated, out-of-hospital emergency system.
Primary Accountabilities
A few of the key responsibilities of this role include:
- Performs contract management for Emergency Health Services. Leads and contributes to negotiations with operators and other providers for EHS services to renew or develop new contracts, partnerships, MOU and agreements.
- Works with external and internal partners to ensure the smooth operations of the EHS system.
- Leads and/or participates in committees within government on a provincial and national basis, as well as outside government with contractors and associated organizations.
- Leads and participates in the development of strategic and operational plans for EHS and the division.
- Manages administrative processes and leads and ensures the development and ongoing monitoring of administrative and clinical projects and programs within the EHS system.
- Ensures the effective management of human and financial resources by respecting corporate human resources and financial practices.
- Supports the Director with the integration of the EHS ambulance system into the ongoing development of an effective and efficient health care system and other government-wide initiatives.
To be considered for this opportunity, you have a bachelor’s or master's degree in a relevant field of study and several years progressive management experience. An equivalent combination of training and experience may be considered, such as graduation from an accredited paramedicine training program and relevant experience.
As The Successful Candidate You Have
- Demonstrated experience working in an emergency health system, the public sector, or related field.
- Demonstrated ability to build collaborative working relationships with internal and external partners.
- Experience in contract management, finance, or related business background
- Experience managing, coaching and developing staff.
- Competency in Microsoft Office products, including excel.
- Strong interpersonal skills and the ability to work collaboratively in a dynamic team environment.
- Superior organizational and time management skills with demonstrated decisiveness, ability to manage competing priorities with tight and conflicting deadlines.

Working Conditions
- May be required to work overtime on occasion
- Typically located in comfortable office environment; however, work environment may occasionally include manufacturing, fleet and other facilities, long distance travel via road vehicles and airplanes
- Regularly reads and interprets multiple sources of information, regular requirement to type, read and work on a computer
This is a TERM employment opportunity with anticipated end date of June 16, 2027. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Salary Range: $3,760.89 - $4,701.11 Bi-Weekly
