Role description:
Arcadis is seeking a Project Controls Manager to support the day-to-day management of the Project Management Office (PMO) for the Fraser River Tunnel Project, ensuring that established processes and efficiencies are consistently followed to achieve project time, cost, and quality objectives. In this role, the Project Controls Manager will play a central function in all PMO activities, supporting the overall management of project management and operational functions within the team. By maintaining rigorous oversight of planning, monitoring, and reporting, the Project Controls Manager will help enable the successful and efficient delivery of the Fraser River Tunnel Project, ensuring alignment with program goals and the highest standards of performance.
Role accountabilities:
In this role you will be responsible for developing and updating the Fraser River Tunnel Project (FRTP) management systems, ensuring they remain current and effective throughout the project lifecycle. You will implement project management practices in alignment with the Project Management Plan (PMP), working within agreed timeframes and budgets, and with support from both the Senior Project Manager and Design Manager. A key aspect of your role will be the implementation and maintenance of project control processes—covering time, cost, quality, and risk—in close consultation with the Commercial Manager. You will also play a central part in supporting the capture and management of project-related risks, value, and change management processes.
In this capacity, you will prepare draft weekly and monthly management reports, incorporating input from project leadership including the Senior Project Manager, Design Manager, Design Interface Manager, and Commercial Manager, as well as any other project reports as required. You will provide operational support to the Project Design Team and closely monitor the management of resources with the Resourcing and Mobilisation Manager, ensuring that resource and process standards are consistently implemented across all globally delivered design packages.
Additionally, you will oversee the application of Management Plans to ensure the project is delivered in accordance with the requirements set out in the DEWA, DBA, and DSA. Your responsibilities will also include monitoring project processes, overseeing delivery methodologies, and recommending or implementing improvements in consultation with the Senior Project Manager. You will play a key role in supporting compliance with all contractual obligations as outlined in the Design Services Agreement (DSA), ensuring the highest standards of project delivery and operational excellence.

The salary range for this position is $112,000 - $162,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.

Qualifications & Experience:
- Bachelor’s degree in engineering, or a related field (preferred)
- Involvement in major projects in a project management capacity (required)
- Major stakeholder management experience
- Experience in all aspects of major infrastructure project team management and administration, including client liaison
- Experience managing project planning for design and construction in a Design & Construct (D&C) environment on major projects
