The Property Standards Officer contributes to the success of the Corporation of the City of North Bay by educating the public regarding the Property Standards By-Law as well as investigating and resolving complaints with respect to municipal by-laws and other legislation enforced by the municipality. The Property Standards Officer also implements the City’s Vacant Building By-law and Short-Term Rental license processing and enforcement.

This position is also responsible for regularly reviewing and evaluating the By-law for continued effectiveness as well as the development of new by-laws to address areas of concern within the City. Promoting education, awareness and incentives for compliance are key components to this position. Annual reporting on activity levels and recommendations is required.

Key Qualifications:

  • 2-year Post-Secondary education in a related field such as Police Studies, Community and Justice Services or Protection, Security and Investigation.
  • Minimum three (3) years of municipal law enforcement experience.
  • Working knowledge of the municipal legislative framework including the Provincial Offences Act, the Municipal Act, the Planning Act, and other relevant Provincial statutes and regulations.
  • Ability to enforce regulations with firmness, tact and impartiality.
  • Effective written and oral communication, presentation skills.
  • Strong consultative, conflict resolution, and negotiation skills.
  • Strong analytical, creative problem solving, and conceptual skills.
  • Ability to use a computer and computer systems, including word processing, GIS & financial recording/processing.
  • A valid Class G driver’s license with a clean abstract and access to a personal vehicle is required.
  • Legally entitled to work in Canada.

The following will be considered as assets:

  • Certified Property Standards Officer
  • Member of the Municipal Law Enforcement Officers of Ontario
  • Municipal Law Enforcement Officer Course
  • Proven ability to de-escalate a situation when dealing with an irate or irrational person in order to prevent harm to all parties involved
  • Experience with attending court proceedings including preparing and giving evidence

Hours of work: 8:30 a.m. to 4:30 p.m. Monday to Friday (35 hours/week). Periodically, there may be a requirement to work outside of regularly scheduled hours.

Environment: Non-Union

The 2025 annual salary range for this non-union position is $76,285 - $95,346.
