Elections Systems Analyst

Are you a technical professional with a passion for civic projects and a keen eye for detail? The City of Edmonton is looking for a talented Elections Systems Analyst to join our team in the Office of the City Clerk. This is a critical role that supports the preparation and delivery of municipal and school board elections, by-elections, and other important legislative projects. You will play a vital role in ensuring the integrity, security, and transparency of Edmonton's democratic process. This position is a unique opportunity to use your technical skills for the public good, working in a dynamic environment with significant legislative and public scrutiny.
What will you do?
- Support the building, configuration, testing, and deployment of election and legislative solutions in collaboration with vendors, Open City and Technology (OCT), and other key partners
- Perform solution delivery and operational maintenance for election technologies, and troubleshoot technical issues
- Work with third-party providers to configure, customize, and deploy systems that support business processes, such as Election Logistics Management Systems (ELMS), Learning Management Systems (LMS), and the permanent electors register
- Develop, document, and provide end-user training to team members on election applications
- Liaise with various internal support teams, including Network, Telecom, Application Support, and Web Support, to ensure project requirements are met
- Support the Data Integration Analyst with data extracts and integrations between systems as needed
- Configure and test voting station devices and software, and develop test plans and logic and accuracy audit procedures
- Provide front-line technical support to project team members and election workers at voting stations, including during evenings and weekends during key project activities
- Work with vendors to troubleshoot, diagnose, and resolve bug fixes and change requests
- A Degree in Computer Science, Computer or Software Engineering, or a related discipline with at least 4 years of relevant experience in business software development, implementation, and support, OR
- A Post-secondary diploma in a related discipline with 5 years of relevant experience, OR
- A 1-year related certificate with 7 years of relevant experience
- Experience in business process and requirements definition
- Experience with application development, configuration, customization, and testing
- Experience in software support and web site design standards
Assets:
- Experience in technical fields related to elections or other legislative projects (e.g., census or petition projects)
- Experience with Quality Assurance methodologies like Six Sigma or ISO 9001
- Familiarity with election technology systems and hardware requirements
- Strong knowledge of the technical requirements of civic projects
- Ability to troubleshoot and resolve technical issues in a high-pressure, time-sensitive environment

Conditions of Employment:
- Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton

Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance.
- Overtime, and evening work may be required, especially during peak project periods
- Must be able to work in a high-stress environment with a high volume of work and potential interactions with the public

Salary Range: $52.578 - $67.097 (Hourly); $92,629.29 - $118,208.14 (Annually)
