Job Summary

The Manager, Marketing, will lead a team in delivering Halton Region’s marketing strategy, driving engagement, service adoption, and digital innovation. This role plays a key part in shaping public engagement efforts, using data-driven marketing to enhance community outreach and increase awareness of critical regional services. By leveraging the latest digital tools and automation strategies, this role will optimize engagement, maximize campaign performance, and ensure alignment with business objectives.

Duties & Responsibilities

  • Develop and implement integrated marketing strategies that promote Halton Region programs and services, increase resident awareness, and drive service adoption.
  • Lead, mentor, and develop a high-performing marketing team, fostering inclusivity, creativity, innovation, and continuous improvement.
  • Provide coaching, feedback and professional development opportunities to the team to ensure ongoing development of their knowledge and skills.
  • Leverage data insights, audience segmentation, and behavioral marketing techniques to create impactful, multi-channel campaigns that drive measurable results.
  • Define and monitor KPIs, including audience reach, engagement metrics, conversion rates, and campaign effectiveness, to optimize performance.
  • Ensure the creation of compelling, on-brand visual and written content that resonates with the target audience and drives consistent messaging across platforms, with a focus on managing content at scale.
  • Oversee digital marketing strategies, including SEO/SEM, social media, email marketing, and paid media, ensuring a cohesive approach.
  • Partner with senior leadership to align marketing efforts with organizational priorities.

Skills & Qualifications

A strategic marketing leader with a strong background in digital campaigns, brand development, and content strategy. Proven ability to manage large-scale initiatives, mentor teams, and collaborate with senior stakeholders to drive business impact. The ideal candidate will have:
  • Bachelor’s degree in Marketing, Business Administration, or a related field.
  • 7+ years of experience in strategic marketing and digital campaigns in a medium to large scale organization, preferably in a public sector, nonprofit, or service-driven organization.
  • 4+ years of experience in a leadership position managing a team with a focus on talent development, coaching and motivating others to achieve results.
  • Expertise in audience segmentation, omnichannel marketing, and community engagement strategies.
  • Strong data-driven mindset, with experience using analytics to inform marketing decisions and optimize performance.
  • Exceptional leadership, political acumen, and collaboration skills to influence organizational strategy.
