The Community Services department, - a front-line partner with residents and communities committed to creating a safe, healthy and vibrant city - is seeking a skilled Public Engagement Advisor to join our Communications & Engagement team. This is an exciting opportunity to lead and support engagement activities that shape our city's future. As a Public Engagement Advisor, you will be a cornerstone in delivering on the commitments of the City's Public Engagement Policy (C593D). You will play a pivotal role in ensuring that the City engages with diverse communities and incorporates their input into City and Council's decision-making processes in an authentic, meaningful and inclusive way.


What will you do?

In this role, you will help shape how the City listens to, learns from and connects with residents and city building partners. The City of Edmonton is committed to the highest quality of meaningful public engagement. Using your breadth of knowledge about best practices in public engagement and relationship building, you will support project teams to build trust and foster meaningful public and interest holder participation. This will include supporting them to strategize for, design, plan, implement, analyse, report back on and evaluate public engagement processes. Here are some of the key responsibilities:


Strategic Advising

  • Work collaboratively with program areas to understand their engagement needs and priorities and create detailed public engagement processes
  • Rooted in the Public Engagement Framework and Policy, provide strategic advice and guidance on public engagement best practices, tools and techniques to program areas, including decision-makers at various levels
  • Identify and understand complex issues and how they may impact public engagement activities, and work with program areas to identify, manage and mitigate engagement risks


Public Engagement Planning and Implementation

  • Approach challenges with a curious, collaborative and service-minded attitude
  • Use project management practices to ensure engagement activities are well planned and appropriately resourced, with clear and shared timelines
  • Create strategies for, plan and design in-person and digital public engagement activities
  • Oversee procurement and/or manage and evaluate engagement consultant teams, ensuring quality, consistency and contract compliance
  • Support program areas in the implementation of in-person and digital public engagement activities
  • Analyze engagement data and develop reports
  • Monitor, evaluate and report on participation in, and participant experience of, public engagement activities
  • Ensure public engagement data and findings are reported back to project/program teams, interest holders and Edmontonians


Continuous Improvement

  • Apply a continuous improvement lens to evaluate public engagement approaches, practices and activities to ensure they remain relevant and effective
  • Research and implement best and innovative practices and test new engagement techniques
  • Adapt, and develop new processes and tools to support in-person and digital public engagement activities


Qualifications:

  • Bachelor's Degree in Community Engagement, Social Sciences, Community Development, Planning, Communications or Public Relations, or a related field
  • A minimum of five years of experience applying public engagement theory and best practices to the strategy, planning, design and delivery of public engagement processes
  • Experience in project management and/or change management
  • Experience leading engagement processes with cross-functional teams
  • An equivalent combination of education and other experiences will be considered


Assets:

  • International Association of Public Participation (IAP2) or other formal training in public engagement
  • Experience offering strategic advice and / or consulting services
  • Experience with qualitative research approaches, methods, data analysis and reporting
  • Experience with digital engagement platforms and tools


Skills required for success:

  • Ability to work respectfully, collaboratively and strategically in large, cross-functional teams
  • Ability to develop trust and take initiative in a complex, high pressure environment
  • Experience facilitating meetings and workshops with internal and external groups
  • Strong project management skills with a demonstrated ability to deliver on time and on budget, while building and maintaining strong relationships
  • Experience with inclusive approaches to engagement (e.g., Gender Based Analysis+)
  • Experience managing and evaluating consultant teams
  • Experience analyzing and summarizing engagement data as well as writing reports
  • Excellent communication and collaboration skills
  • Demonstrated experience with digital engagement platforms and tools
  • Proficient in using Gmail, Google Calendar, Google Docs and Google Meet; an aptitude for learning other software

Hours of Work : 33.75 hours per week or 40 hours per week. Monday-Frida y.


Salary : 40 hours per week: $41.847 - $52.537 (Hourly)

33.75 hours per week: $44.283 - $55.601 (Hourly)


Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
