Bill 49, the Public Safety and Emergency Services Statutes Amendment Act, 2025 received royal assent in May 2025. The Act is designed to enhance public safety by enabling the creation of a new Independent Agency Police Service (IAPS), now named the Alberta Sheriff Police Service (ASPS). The amendments ensure the ASPS functions as an independent policing body with strong accountability enhanced civilian oversight, transparency, and accountability.

To assist in these efforts, a temporary implementation team has been established within the Public Security Division to lead the work to implement the ASPS.

Role Responsibilities

Reporting to the Director of Operational Planning, the Manager of Operational Planning is responsible for leading the design and development of the organizational framework to accompany the legislative amendments made under Bill 49 , specifically the creation of a new Alberta Sheriffs Police Service (ASPS).

The Manager provides specialized decision making on operational planning to design, develop, and establish the ASPS as a new provincial corporation, spanning organizational design, stakeholder engagement, workforce planning and position development, recruitment, work locations, accommodations, information technology, records management, and procurement of equipment and vehicles, technology, livery and any other systems required by the new agency.

In this role you will support the Director by leading a team of specialized analysts to provide input into politically sensitive government decision-making about the operational planning of the ASPS for government audiences, police services, and the public. You will also provide support and advice to the Director of Operational Planning and will be responsible for leading the development of advice and information products to support the implementation of the ASPS, consistent with the intent of the Act.

Key Responsibilities Include

  • Support, design, develop and establish the ASPS as a new provincial corporation, spanning organizational design, stakeholder engagement, position development and recruitment, work locations, accommodations, information technology, records management, and procurement of equipment and vehicles, and any additional requirements for the development of, and transition to the ASPS.
  • Lead the development of project plans and project management activities to support the successful implementation of the ASPS and its organizational structure.
  • Lead the development of briefings and advice to inform executive decision-making and development of the ASPS.
  • Lead the development a corporate planning framework for the ASPS.
  • Manage, coach and develop a team of professional staff in support of achieving the ministry's strategic and business plan, and government priorities.

Qualifications

A university degree (4 years) in Criminology, Criminal Justice, Public Administration/ Policy, Organizational design or any other closely related field, plus four (4) years progressively related experience; or equivalent.

Equivalency - Directly related education or experience will be considered on the basis of:

  • 1 year of education for 1 year of experience; OR
  • 1 year of experience for 1 year of education.

Assets

  • Familiarity with GoA procurement, business planning, HR, and financial processes.

Notes

This is a temporary position located in Edmonton.

Location: Bowker Building (9833 109 Street, Edmonton, AB T5K 2E8)

Hours: 36.25 hours/week (Work hours M-F 8:15-4:30pm)

Travel: < 25% (Some travel within Alberta may be required, thus a valid Class 5 driver’s license is required, a 3-month drivers abstract is an asset)
