SUMMARY:
Reports to and works under the direction of the Assistant Director of Employee Services and the appropriate
District Principal. This position coordinates and carries out transactions and maintains all records to accurately
reflect employee status as it pertains to payroll, compensation, benefits, and other employee information;
provides full cycle human resources services (from hiring to retiring) to employees. Performs a variety of
complex, computerized data entry and administrative services in support of the human resources and payroll
functions.
DUTIES:
- Initiates and processes new appointments and changes documentation for support staff, teachers, TTOCs, Trustees, and police, Genesis Theatre, and Life Skills employee groups; enters data into the HRIS to create and maintain confidential personnel records and to support the payroll function; verifies/evaluates employment history to assign salary and benefits in accordance with appropriate contracts; produces reports and statistics as required.
- Creates and distributes teacher and support staff job postings on Job Connect and external websites. Places external advertisements as required. May create competition sheets for a Manager/Principal and finalizes competition files and the posting process; prepares emails, competition sheets, and hire documents and sends to managers and principals.
- Uploads and maintains all employee required documents and records into Employee Connect. Distribute documentation to union, supervisors, and payroll as required.
- Processes criminal record check applications, receives and files completed checks, and brings any positive results to the attention of the Human Resources team. Initiates the 5-year review application process for all support staff.
- Produces and distributes a variety of letters initiated by changes in employment status including new appointments, assignment extensions, leaves, etc., in accordance with collective agreements and/or
department practice and procedure.
- Assesses employee benefit eligibility (extended health, dental, life and optional life insurance) for all employee groups; processes benefit enrolments and changes for all employee groups and enters benefit information into the District benefit provider website. Tracks eligibility for pension and enrolls employees as appropriate. Terminate benefits upon resignation, retirements, and terminations.
- Manages all leaves of absence as per collective agreement language and in accordance with the Employment Standards Act and vacancies through the CIMS, including, maternity, parental, WorkSafe BC, medical, and general leaves without pay. Ensures updated, timely, and acceptable medical documentation is provided by employees and, upon receipt, provides status updates to principals, supervisors, and managers. Extends replacement employees in positions as necessary and appropriate and initiates postings in accordance with collective agreement requirements.
- Monitors support staff employee absences for JEIS (Joint Early Intervention Service) & LTD eligibility and refers employee in accordance with the Public Education Benefits Trust (PEBT) by completing and submitting the referral form and supporting documentation. Required to participate as a member of the JEIS committee.
- Coordinates the administrative aspects of the Support Staff layoff and bumping procedures, adhering to strict deadlines, by compiling letters and packages for employees, tracking responses and outcomes, following-up to ensure employees meet deadlines; uses own initiative to produce appropriate follow-up correspondence including letters related to recall, severance, and lay-off. Provides guidance and advice to employees, managers, and administrators regarding Human Resources policies and procedures and the application of the collective agreements. Builds and maintains supportive and effective communication and working relationships with stakeholders, including benefit and pension providers, government agencies, employees, administrators, managers, and Human Resources and Payroll staff.
- Supports and troubleshoots the relevant administrative aspects of implementing new collective bargaining agreements.
- Provides assistance to exiting employees regarding retirements, resignations, terminations, layoffs and answers questions regarding the completion of Teacher Pension Plan or Municipal Pension Plan, Canada Pension Plan, and Old Age Security benefits and other documentation.
- Creates and continually updates the appropriate staffing spreadsheet with all employees and staffing allocation (i.e., continuing and temporary hours assigned to each school) changes throughout the school year including leaves of absence, transfers, posting assignments, and quick response hours from International Student Programs. Works and follows up with administrators when assigning or changing hours or FTER and provides follow-up to employees via email and phone. Initiates all requisite paperwork for processing staff changes and updates the system in support of the payroll function.
- Monitors work activity of casual employees or TTOCs in accordance with the provisions of the collective agreement and, as appropriate, prepare correspondence for the Assistant Director of Employee Services and appropriate District Principal regarding employment status.
- In accordance with collective agreements, calculates and tracks seniority eligibility for probationary employees and enters information into employee assignments on CIMS. Produces monthly seniority eligibility reports and prepares documentation for employees passing the probationary period. Calculates and converts seniority dates back to service credits using contract formula for those employees who have been laid off past their recall period and who were not successful in obtaining another continuing position. Initiates and completes paperwork in support of the payroll function.
- Create and upload teacher experience memo for incoming experience. Complete documentation as required by other Districts for outgoing experience, which may require access to the District historical employee records files. Complete documentation requests regarding experience for various Ministries of Education.
- Determines and calculates probationary, and trial appraisal period dates for support staff employee groups and dates for employee groups and enters information into employee assignment on CIMS. Produces a variety of monthly performance appraisal reports. Receives completed forms and forwards to Assistant Director of Employee Services and appropriate District Principal. Enters completed status on CIMS.
- Tracks eligibility for protective clothing allowance for regular and temporary Maintenance employees and enters data into the appropriate spreadsheet. Completes paperwork for payroll purposes when allowance is to be paid to employees upon completion of temporary assignment
- Verifies employment status and/or history for government departments and various organizations such as banks and other school districts.
- Is responsible for the centralized departmental filing and maintains the overall filing system to ensure effectiveness; prepares terminated employee files for electronic storage by following department procedures.
- Responds to a wide variety of internal/external inquiries both by telephone, email and in person.
- Produces seniority lists annually.
- Track and notify employees when they are eligible for supplementary vacation entitlement.
- Monitor and run various reports.
- Monitor online leave requests and follow up on missing documentation and information. Composes correspondence and memos; performs a variety of administrative duties including proofreading postings, filing and photocopying.
- Remains current with the relevant provisions and terms of the Collective Agreements.
- Makes recommendations to the Human Resources team to improve processes, procedures, and efficiencies.
- Remains current with changing technology, practices and equipment.
- Performs other related duties as requested.
QUALIFICATIONS:
Successful completion of a secondary school graduation program or equivalent. Completion of post-secondary office or business administration program equivalent to twelve months, including courses in Human Resources and/or benefits administration.
Minimum of 4 years recent and relevant experience including two years in a Human Resources environment, or the equivalent combination of education and experience.
Experience at the intermediate level using word processing, database, spreadsheet applications, data entry and online benefit enrolment programs.; proven ability to apply strong analytical and problem-solving skills to work
out system and business process solutions.
Exceptional interpersonal, communication and organizational skills. Ability to use judgement, discretion, and
tact when providing information.
Knowledge of basic accounting principles is desirable; ability to work quickly and accurately with figures,
formulas and perform detailed audits.
Ability to hande a high volume of detailed clerical work quickly, efficiently and accurately.
Ability to work independently with a minimum of supervision, to set priorities and to take initiative.
Ability to meet multiple deadlines while handling a high volume of interruptions.
Ability to operate a variety of office equipment.
Physically capable of performing the duties of the position.
Knowledge of WCB and WHMIS regulations. Safe work practices.
Some positions may require the knowledge of a language other than English.
