The Chief Fire Prevention Officer (CFPO) under the direction of the Deputy Fire Chief, will be primarily responsible for the daily oversight and operations of the Fire Prevention Division within Port Hope Fire and Emergency Services. The CFPO will be responsible for protecting life and property within the community through fire prevention, public education, fire investigations, and community outreach.
Compensation
35 hours per week; 84, 688 - 99,073 per annum

- Possess a post-secondary degree or diploma in Fire Protection Technology, Fire Prevention and/or Public Education or an equivalent combination of related education and experience.
- 3-5 years or of Fire Prevention experience within a Municipal Fire Service, preferably with 2-3 years of supervisory experience
- Possess NFPA 1031 Level 2 certification, Fire Inspector 2 or ability to obtain
- Possess NFPA 1035 Fire and Life Safety Educator Level 2, Public Information Officer, Possess TAPP-C, or ability to obtain.
- Hold a current Building Code Identification Number (BCIN), and have successfully completed exams in General Legal/Process and Fire Protection or be able to obtain within 12 months
- Possess or have the ability to obtain NFPA 1033 Fire Investigator and NFPA 921 Fire and Explosion Investigations certification.
- Knowledge of the Fire Protection and Prevention Act (FPPA), Ontario Fire Code (OFC), Ontario Building Code (OBC), National Fire Protection Association Standards (NFPA), and Office of the Ontario Fire Marshal Directives
- Understanding of modern fire service principles and practices, and knowledge of legislation, regulations, statutes, policies, procedures, and guidelines.
- Understanding of Community Risk Reduction programs, and demonstrate the ability to develop and implement fire prevention and education programs
- Develop and prioritize community risk reduction programs related to fire prevention, education, and origin and cause.
- Prevent and reduce incidents of fire or injury by increasing education and awareness through developing and implementing programs, as well as performing inspections and participating in public education events and campaigns.
- Evaluate development proposals by reviewing relevant legislation and municipal policy, conducting field inspections, assessing fire protection conditions, and developing written recommendations.
- Provide technical support and background information for by-law enforcement, Code interpretation, permit applications, outside agency requirements, and other prevention matters and concerns.
- Supervise fire prevention staff, including performance evaluation, training and development formulation, and authorization, coaching and counseling, health and safety, promotion/transfer/employment/separation; review and recommend departmental staffing requirements and participate in the hiring process, as required.
- Assist in integrating the Municipalities and Department's strategic plan into the department's daily functions.
- Assists with collecting and generating reports on Data Analytics to support decision-making within the Fire & Emergency Services Department.
- Effectively represent Port Hope Fire and Emergency Services as a capable and politically savvy spokesperson that includes evening and weekend events, meetings and ceremonies.
- Keep up to date on changing legislation and advise the Fire Chief of potential impact to the corporation.
- Annually review the Community Risk Assessment and update as required.
- Collect, review, and analyze all data related to the community risk reduction activities to support Division programming.
- Performs the duties of "Chief Fire Official," "Inspector," and "Assistant to the Fire Marshal" pursuant to the Fire Protection & Prevention Act, as required.
- Ensure practices comply with all Federal and Provincial legislation.
- Coordinate with the Ontario Fire Marshal's Office as required for examination/investigation of all fire scenes, reviewing incident reports, ensuring scene security, physically inspecting the fire scene, and interviewing witnesses to determine the cause and origin of the fire.
- Liaise with other internal departments related to fire and emergency services.
- Research and investigate new resources, tools, and methods to improve the education programs for fire services.
- Adhere to, support, and promote adherence to all Municipal policies and procedures, regulations, and other related guidelines.
- Optimize and use initiative on a daily and ongoing basis to execute efficient work practices.
- Provide strong leadership, working closely with direct reports and all other Municipal departments, motivating and directing the team.
- At all times, work in a safe manner promoting health and safety and in compliance with the Occupational Health & Safety Act.

- Valid and satisfactory G Ontario Licence, DZ is considered an asset
- Valid and satisfactory Vulnerable Sector Check.
- Office environment plus travel locally (daily) by vehicle or periodically outside the Municipality
- Exposure to elements such as inclement weather, fire, heat, smoke, chemicals, noise, dirt, dust, wetness and/or humidity, darkness or poor lighting, fumes/gas
- May require a breathing apparatus to be worn during inspections/investigations
- Availability for on-call duties as required / respond after hours (24/7) when required at the direction of the Fire Chief or designate
- Occasional emotionally charged interactions with others; errors or incomplete inspections leading to undetected hazards could lead to property loss or loss of life; errors could result in legal action.
