The Township of Adjala-Tosorontio is located north of the GTA, at the southwest border of Simcoe County with a population of 11,000 residents and offers rural living with proximity to urban amenities.


Position Summary:

Reporting to the Director of Building, Planning, and By-Law Services/CBO, the By-Law Enforcement Officer is responsible for enforcing municipal by-laws and regulations to promote community safety, order and quality of life. This role involves investigating complaints, conducting inspections, educating the public, and taking enforcement action where necessary. The By-Law Enforcement Officer works independently and collaboratively with other departments, law enforcement, and community partners to ensure compliance with municipal standards.


Duties & Responsibilities, but not limited to:

  • Responds to and investigates complaints and proactively enforces municipal by-laws, including but not limited to property standards, zoning, noise, parking, clean yards, signs, site alterations and fill, roadway obstructions, fences, and animal control.
  • Conducts field inspections, gathers evidence, takes photographs, and document findings in compliance with proper enforcement procedures.
  • Educates residents and business owners on by-law requirements and provides warnings, notices, and verbal or written directions to achieve voluntary compliance when appropriate.
  • Issues offence notices, tickets, or orders in accordance with the Provincial Offences Act and applicable municipal by-laws.
  • Prepares clear, accurate documentation and maintains case files to support enforcement decisions and potential court proceedings.
  • Attends court as required to provide evidence and testimony in support of prosecutions under the Provincial Offences Act.
  • Liaises with the public, municipal staff, legal counsel, and external agencies to resolve issues and ensure compliance.
  • Coordinates with the By-Law Administrative Assistant on case tracking, correspondence, and scheduling of follow-up.
  • Monitors and reviews service levels of outsourced animal control provider and escalates unresolved issues to the Director.
  • Assists in the review and development of new or updated municipal by-laws in collaboration with the Director and administrative staff.


Qualifications, Skills, Knowledge, & Abilities:

  • Completion of post-secondary education in Law Enforcement, Police Foundations, Public Administration, or a related field.
  • Minimum 2 years of experience in municipal by-law enforcement or regulatory compliance.
  • Certification in Municipal Law Enforcement Officer (MLEO) or equivalent.
  • Provincial Offences Officer designation or eligibility for appointment under the Provincial Offences Act.
  • Experience conducting investigations, inspections, and preparing enforcement documentation.
  • Experience with or knowledge of Automated Speed Enforcement (ASE) &/or Administrative Monetary Penalty System (AMPS) programs are considered an asset.
  • Experience interpreting and applying applicable legislation and municipal by-laws.
  • Valid Class G driver's licence with satisfactory driving record.
  • Thorough understanding of the Municipal Act, Provincial Offences Act, Building Code Act, and other applicable legislation.
  • Strong conflict resolution and communication skills with the ability to manage confrontational or emotionally charged situations.
  • Strong report writing, problem solving, organization, and time management skills.
  • Ability to work independently and make sound decisions under pressure.
  • Competent with MS Office and digital case management/reporting tools.
  • Occasional evening, weekend or holiday work may be required to address complaints or monitor compliance outside of regular hours.
  • Provide satisfactory Criminal Records Check and driver’s abstract upon hire.


Annual Salary: $56,219 – $70,288 (2025 rates) based on a 35-hour workweek.
