Must Haves

  • Extensive knowledge and understanding of digital health standards including but not limited to HL7 FHIR, clinical terminologies (e.g., SNOMED-CT, LOINC) and their application.
  • Healthcare experience within Canada in acute care, primary care and/or community care settings.
  • Extensive knowledge and understanding of pan-Canadian digital health standards and tooling.
  • Hands-on experience with HL7 FHIR tooling including but not limited to Simplifier, HL7 Validator, Forge or FHIR Shorthand.
  • Hands-on experience implementing HL7 FHIR standards and solutions.
  • Hands-on experience with JSON and XML.
  • Excellent communication skills both verbal and written, and strong partner engagement skills.
  • Time management skills, with the ability to manage tight deadlines and prioritize multiple projects

Description

Background Information

  • As part of the refreshed digital health and data strategy, Ontario Health will make a concerted effort to leverage new and existing digital solutions, as part of a clinically led change program, to make tangible improvements to how frontline providers work and contribute to bringing joy back to clinical practice.
  • Frontline providers, particularly in primary care, report administrative burden as one of the leading causes of burnout, worsening the health human resource strain, leading to more Ontarians being unattached to primary care and increasing utilization of walk-in clinics and emergency departments.

Responsibilities

  • Conduct requirements gathering, develops documentation, including presentations and briefing notes and conduct partner engagement.
  • Work with different partners and subject matter experts from different backgrounds (clinical, business, and technical).
  • Interact with the business partners and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
  • Develop and document HL7 FHIR artifacts and supporting documentation.
  • Validate, troubleshoot, and problem solve the HL7 FHIR artifacts.

Desired Skills

  • Hands-on experience with HL7 FHIR Structured Data Capture (SDC).
  • Familiarity with Microsoft Products, with a preference for candidates that have experience with Microsoft based cloud tools (e.g., Microsoft Office 365).
  • Knowledge of Healthcare Information Systems used throughout the province of Ontario.
  • Ability to readily identify, assess and mitigate implementation and adoption issues.
  • Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.

Evaluation Criteria

  • Knowledge and experience designing and implementing HL7 Fast Healthcare Interoperability Resources (FHIR) standard by demonstrating experience and processes for conducting detailed standards research, gap analysis and recommendations. 20 Points
  • Knowledge and experience of the development and implementation of HL7 FHIR and terminology standards including use in electronic forms, referrals and other solutions that reduce the use of paper faxing. 25 Points
  • Knowledge and experience of HL7 FHIR tooling including but not limited to Simplifier, HL7 Validator, Forge or FHIR Shorthand. 15 Points
  • Experience in implementing interoperable digital health solutions, including assessing readiness of existing clinical information systems for collection/submission of standards-based clinical information to the Electronic Health Record (EHR) and consider effective workflow. 15 Points
  • Knowledge and understanding of the standards lifecycle and the Digital Health standards landscape (Canadian/pan-Canadian, and international standards), and Digital Health initiatives in other jurisdictions (local, regional, provincial) is an asset. 15 Points
  • Knowledge and strong understanding of jurisdictional Electronic Health Record (EHR) projects, interoperability services and integration with healthcare initiatives within regional healthcare organizations for clinical data repositories, and other associated healthcare information systems in use within a jurisdiction. 10 Points
  • Total evaluation criteria: 100 Points

Deliverables

Deliverables include but not limited to:

  • The purpose of this request is to acquire resources with expertise in FHIR standards and applicable Terminology standards who will work with others in support of the Digital Health Standards (DHS) Program to deliver standards components of Patients before Paperwork project in the following capacity and other relevant deliverables as required:
  • Confirm HL7 FHIR requirements related to the different streams of work in the Patients before Paperwork project in the context of collect once and use many for direct care and subsequent data use as identified in the OH data and analytics strategy and OH data and analytics operating model areas of focus.
  • Provide support related to the following 3 streams of work in the Pb4P project:
    • Referrals/Consults/Central Intake
    • Provincial Health Service Directory (PHSD)
    • Forms (eForms)
  • Work collaboratively with the Digital Health Standards Program on the following deliverables related to standards:
    • Specification Development and Maintenance
    • Standards Orientation
    • Walkthrough of Specifications
    • Testing Support
    • Consultation and collaboration with other partners (within and external to Ontario Health)
Notes

Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.

Term: The term of this Engagement Assignment is 45 Business Days. The Engagement Assignment may also be extended for unused Business Days at Ontario Health's discretion.

The resource will comply with Ontario Health policies and procedures.

Ontario Health systems cannot be accessed from outside the province of Ontario, and Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario, without prior written approval from Ontario Health.

Location: Hybrid – up to 3 days a week onsite, subject to change
