The Human Resources Manager provides leadership and oversight to the HR department, ensuring the effective delivery of HR services, programs, and initiatives across the organization. This position is responsible for managing and supporting the HR team, overseeing day-to-day labour relations, recruitment, performance management, and employee engagement activities.
Reporting to the Chief Human Resources Officer (CHRO), the HR Manager ensures consistent interpretation and application of the Collective Agreement, employment legislation, and organizational policies while fostering a positive, collaborative, and respectful workplace culture. The HR Manager will work closely with the CHRO on complex labour relations matters and provide operational leadership to HR Advisors and the Recruitment Coordinator.

Key Duties & Responsibilities
Leadership & Team Oversight
- Provide supervision, guidance, and mentorship to the HR Advisors and Recruitment Coordinator.
- Support workload distribution, professional development, and performance management for HR team members.
- Promote teamwork, collaboration, and continuous improvement within the HR department.
- Serve as a trusted resource for managers, employees, and union representatives on HR-related matters.
Labour Relations
- Oversee day-to-day labour relations, ensuring consistent interpretation and application of the Collective Agreement.
- Provide coaching and guidance to HR Advisors and managers regarding investigations, discipline, and grievance handling.
- Oversee grievances and assist the CHRO with complex grievances and arbitration preparation by collecting information and documentation.
- Participate in Labour Management Meetings and maintain collaborative relationships with union representatives.
Recruitment & Staffing
- Oversee and support the end-to-end recruitment and selection process to ensure adequate and qualified staffing levels.
- Review and approve job postings, interview packages, and offer letters for consistency and compliance.
- Provide guidance to the Recruitment Coordinator and managers on selection processes and onboarding best practices.
Performance Management & Employee Relations
- Support managers in addressing performance and conduct issues in a timely and consistent manner.
- Oversee annual performance appraisal processes and ensure completion across departments.
- Conduct or assist with workplace investigations and ensure appropriate documentation and follow-up.
- Provide coaching and guidance to leaders on effective employee relations and conflict resolution.
- Ensure consistent application of attendance management policies and procedures across departments.
Policy, Compliance & Reporting
- Support the CHRO by identifying areas for policy review or improvement and making recommendations as needed.
- Ensure HR practices and documentation comply with employment legislation, the Collective Agreement, and CARF standards.
- Maintain current and accurate job descriptions and HR records.
- Compile and analyze HR metrics and prepare reports on workforce trends, grievances, and other HR indicators.
Other Responsibilities
- Collaborate with Payroll and other departments regarding benefits, leave management, and related employee information.
- Work collaboratively with the Health & Safety Advisor to support leaves and return-to-work programs.
- Participate in HR projects, audits, and initiatives as assigned.
- Perform other related duties as required.
Requirements
Education & Experience
- Diploma or degree in Human Resources Management, Business Administration, or a related field.
- Minimum of 5 years of progressive HR experience, with at least 2 years in a leadership or supervisory role.
- Strong background in labour relations, including grievance handling and investigations.
- Experience in a unionized, public sector, or community-based environment preferred.
- CPHR designation (or eligibility) is an asset.
Knowledge, Skills & Abilities
- In-depth knowledge of employment legislation, human rights, and collective bargaining processes.
- Strong communication, interpersonal, and negotiation skills.
- Ability to manage confidential and sensitive information with discretion.
- Proficiency with Microsoft 365, HRIS systems, and data reporting tools.
- Strong analytical and problem-solving skills.
- Demonstrated leadership and team management abilities.
- Organized, detail-oriented, and adaptable to changing priorities.
Other Information
Ability to work independently and manage multiple priorities in a fast-paced environment.
Flexibility to travel between sites as required.
May be required to attend meetings or events outside of regular working hours.
