About The Role

Reporting to the Director, Communications & Engagement, this role leads the corporate communications team in setting strategy, delivering impactful narratives, and managing brand reputation. As a trusted advisor and storyteller, the manager partners with senior leaders and community groups to guide communications, ensure high standards, and drive continuous improvement. Success in this fast-paced environment requires strategic vision, critical thinking, and the ability to translate complex issues into clear, coordinated messaging across the organization.

Key Responsibilities

Communications Strategy & Operations

  • Oversees media relations, issues management, internal communications, and campaigns to drive awareness and engagement.
  • Advances public affairs programs and manages brand and reputational risk for the City.

Storytelling & Brand Leadership

  • Crafts and champions the City’s narrative, ensuring content reflects brand vision, values, and impact.
  • Translates complex information into accessible, engaging storytelling across all channels.

Team Leadership & Development

  • Leads and empowers a high-performing, multi-disciplinary communications team.
  • Prioritizes innovation, continuous learning, and alignment with organizational goals.

Strategic Partnerships & Advisory

  • Serves as a trusted advisor to senior leadership, Council, and community partners on communications strategy and reputation.
  • Guides messaging, change management, and stakeholder engagement to support City priorities.

Qualifications

  • Post-secondary degree in communications or a related field, with professional designations (IABC/CPRS) considered an asset.
  • Extensive experience in communications, including at least ten years in the field and three years in a leadership role, preferably in the public sector.
  • Proven expertise in communications strategy, brand and issues management, narrative storytelling, and leading high-performing teams through change.
  • Strong leadership, project management, and interpersonal skills, with the ability to translate complex issues into clear messaging and collaborate with senior leaders and stakeholders.

Salary Rage

$123,741.80 - $154,676.34
