The Emergency Management Organization (EMO) works closely with all levels of government, the private sector, volunteer agencies and other non-government agencies to promote and co-ordinate emergency management, prevent the loss of life, and minimize damage to property and the environment. EMO works within the provisions of The Manitoba Emergency Measures Act, to prepare, maintain and implement plans, policies, and procedures relating to preparedness, response, and recovery from emergencies and disasters in Manitoba. The main lines of business of EMO include emergency preparedness, response, recovery and mitigation.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a valid Class 5 driver's licence and be able to travel frequently to work sites within the Province.
  • Must be able to work extended hours and have the ability to travel within Manitoba as needed.

Qualifications:
Essential:

  • Post secondary education in emergency management, public administration, natural resource management, political science, environmental science/design, social studies or an equivalent combination of relevant education and experience.
  • Knowledge and experience in emergency management.
  • Excellent written communication skills to communicate simple to complex information to all levels of audiences.
  • Excellent verbal communication skills to articulate ideas and conduct presentations for various audiences.
  • Strong problem solving and analytical skills with the ability to identify, analyze and make sound decisions.
  • Strong teamwork and interpersonal skills with the ability to develop and maintain working relationships and interact effectively with internal and external stakeholders.
  • Strong political acumen and the ability to manage confidential, controversial and politically sensitive material and situations with tact and diplomacy.
  • Strong time management and organizational skills, with the ability to manage competing priorities with strict timelines, and demonstrate flexibility with changing priorities and tasks in a fast-paced, change-driven environment.
  • Ability to work independently in a team environment.
  • Experience conducting research, developing, evaluating, and recommending strategies, policies, and solutions for various stakeholders.
Desired:
  • Knowledge and understanding of provincial and federal legislation and regulations pertaining to emergency management and public safety.

Duties:
As a member of the Manitoba Emergency Management Organization (EMO) Preparedness and Response area, the incumbent will be responsible for overseeing their regional portfolio and providing leadership, engagement, support, strategic direction, development, coordination, recommendations, and support services to local authorities, municipalities, agencies, stakeholders, and partners. The incumbent reports directly to the Manager, Field Support.
