About You / What We Are Looking For

The City of Coquitlam is seeking an accomplished and forward-thinking professional to join our Information & Communications Technology (ICT) Division as Manager, Technology Strategy. Reporting to the Chief Information Officer (CIO), this new role presents an exciting opportunity to help shape the City’s technology direction and support the CIO in creating the long term vision and Technology Modernization Strategy that supports innovation, digital transformation, and service excellence across the organization and City.

You are a collaborative and strategic leader who can see both the big picture and the details that make it work. With a strong understanding of IT strategy, governance, and planning, you thrive on connecting business priorities with modern technology solutions. You bring experience leading and developing interdisciplinary teams and frameworks that ensure technology investments deliver measurable value.

In this key leadership role, you will lead and develop Enterprise Architecture, Portfolio Management, Financial Management, and Governance and Reporting. Working closely with senior leaders across departments, you will develop technology strategies that support Coquitlam’s long-term corporate goals, foster transparency and accountability, and ensure the City’s ICT ecosystem is future-ready.

Your ability to build strong relationships, provide strategic advice, lead with influence, and expertise report writing and presentations for Council and our Executive team will be essential to your success. Minimum Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, Public Administration or a related field.
  • Minimum of 8–10 years of progressively responsible experience in information technology, including 5 years in a leadership or management role overseeing enterprise-level technology functions.
  • Demonstrated experience in IT strategy development and enablement strategies, IT governance, and enterprise architecture, IT portfolio management, and organizational change management.
  • Excellent communication and written skills, with the ability to influence, collaborate, write reports and present effectively to Council, executives, and business leaders.
  • Proven ability for the development of ongoing management of IT financial management and cost optimization, and workforce planning
  • Demonstrated experience overseeing the development of business cases for future technology project requests and fostering strong interdepartmental relationships.
  • Expert analytical and critical thinking skills with a forward-looking mindset to identify strategic opportunities and risks.
  • Solid understanding of emerging technologies, digital transformation practices, and enterprise modernization.

Preferred Qualifications

  • Master’s degree in Business Administration, Public Administration, or Information Technology.
  • Experience working in a complex multi-stakeholder large organization.
  • Professional certifications such as TOGAF, ITIL, CGEIT, PMP, or Prosci Change Management.
  • Experience fostering innovation and continuous improvement, including leading digital modernization or transformation initiatives.
What We Offer:
This excluded position has an annual salary range of $142,820 - $160,654 (2025 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills
