Project Charter and Work Plan
- A foundational document outlining the project scope, objectives, governance, timeline, roles, and responsibilities.
- Defines the problem statement and desired outcomes of the system replacement project.
- Describes the project structure, communication plan, and stakeholder engagement approach.
- Includes an initial schedule with major milestones, deliverables, and dependencies.
- Serves as the baseline document for all subsequent project activities.
- A detailed assessment of the existing system, including processes, data structures, integrations, and business workflows.
- Identifies key pain points, risks, and improvement opportunities.
- Documents system dependencies, data migration considerations, and stakeholder input.
- Provides a clear understanding of the environment that will be replaced, supporting future requirements and design activities.
- A comprehensive matrix linking business, functional, and technical requirements to project objectives and deliverables.
- Captures all stakeholder requirements gathered through workshops, interviews, and document reviews.
- Establishes traceability through design, testing, and implementation phases.
- Ensures that all business needs are addressed in the replacement solution.
- A complete set of documents required to issue a Request for Proposal for the new system.
- Includes business requirements, evaluation criteria, mandatory and scored specifications, and statement of work.
- Developed in collaboration with the Procurement Branch or other relevant authorities.
- Supports vendor selection in alignment with public procurement guidelines.
- A summary report of the RFP evaluation process and findings.
- Details vendor responses, scoring, and comparative analysis of proposed solutions.
- Outlines strengths, weaknesses, and risks of each proposal.
- Provides a final recommendation with justification for the preferred vendor.
- A detailed plan to guide system implementation and transition activities.
- Defines key phases, deliverables, and dependencies from configuration to go-live.
- Includes data migration strategy, testing plan, and cutover approach.
- Identifies resource requirements, timelines, and risk mitigation strategies.
- Serves as the operational blueprint for deployment.
- Ongoing project management deliverables providing visibility into progress, issues, and risks.
- Weekly or bi-weekly status reports summarizing accomplishments, upcoming activities, and decisions required.
- A living risk and issue log identifying potential challenges, mitigation actions, and owners.
- Regularly updated to support governance and steering committee oversight.
- Documentation and materials to prepare stakeholders and end users for the transition to the new system.
- Includes training guides, quick reference materials, and presentation decks.
- May involve coordination of training sessions and knowledge transfer workshops.
- Incorporates communication templates and change impact assessments.
- Ensures adoption and minimizes operational disruption during implementation.
- A comprehensive evaluation of project results following go-live.
- Reviews performance against objectives, timelines, and budgets.
- Identifies successes, challenges, and improvement opportunities.
- Captures lessons learned for future system implementations or projects.
- Includes recommendations for ongoing maintenance and enhancement of the new system.
General Duties:
- Support the software development team.
- Work with both client and development team members to elicit requirements, write user stories, define goals, document requirements, and analyze business functions to become familiar with the business domain.
- Identify business work flows and determine stakeholder needs.
- Author test case specifications, requirements traceability documentation, and contribute to the compilation and execution of test plans.

- S1. Please describe your experience leading or supporting system replacement or modernization initiatives, including requirements gathering, business process analysis, vendor engagement, implementation support, and stakeholder management. Emphasis should be placed on projects of similar size and complexity.
- S2. Please describe your ability to coordinate project activities, manage schedules and dependencies, and facilitate effective communication among cross-functional teams and stakeholders. Provide examples of tools or methods used to maintain alignment, monitor progress, and manage risks or issues.
- S3. Please describe your experience working within government or large enterprise settings, particularly those involving structured procurement and RFP processes. Include examples demonstrating your understanding of public sector governance, decision-making, and reporting expectations.
- S4. Please describe your proposed approach and work plan for this engagement, including tools and methodologies for analysis, coordination, documentation, and reporting. Responses should demonstrate clarity, structure, and alignment with project objectives and timelines.
- S5. Please provide details on relevant certifications or credentials such as CBAP, PMI-PBA, PMP, or equivalent professional experience and training in business analysis, project coordination, or project management.
