Scarborough Subway Extension (SSE - SRS)
The 50/50 joint venture between Aecon Infrastructure Management Inc. and FCC Canada Ltd. will bring the TTC’s Line 2 subway service nearly eight kilometres farther into Scarborough, replacing Line 3 (the Scarborough RT). It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The construction is split into two contracts: Advanced Tunnelling (AT) and Stations, Rail, and Systems (SRS). Scarborough Transit Connect (STC) is the partner for the development phase.

As part of the Scarborough Transit Connect project, FCC is looking for a Quality Director to join our team. The Quality Director is accountable for the establishment, maintenance, and improvement of the Quality Management System at the project level. They hold a leadership role at the senior management level to ensure that quality culture is understood and instilled within the various departments. The Quality Director is a key individual and is the main contact for all quality related matters with interested parties.

Main Responsibilities
- Developing, implementing, maintaining, and ensuring the effective operation of the Quality Management System in conformance with ISO 9001 standards and project requirements.
- Initiating management reviews and taking other actions necessary to ensure the effective operation and continuous improvement of the Quality Management System across the project.
- Preparing the annual Quality Audit Program and quarterly updating and coordinating Internal, External, and Independent Quality Audits of key processes with the relevant parties.
- Having full authority to immediately stop any activity which is not being performed in accordance with the applicable standards or Quality Documentation.
- Ensuring that relevant quality records are retained in accordance with the Quality Management System and requirements in the Project Agreement.
- Managing the monitoring, measurement, analysis, and evaluation of the Quality Management System’s performance and developing continual improvement initiatives and corrective actions as necessary.
- Coordinating all activities that demonstrate to stakeholders that the Quality Management System meets the requirements in the Project Agreement and submitting monthly reports to the client.
- Establishing and deploying a training program for quality, including onboarding and on-the-job specific training.
- Developing and implementing a program for Corrective Actions for Non-Conformances and approving actions taken to close out Non-Conformance Reports.
- Liaising with functional managers to ensure alignment and integration of processes are established and maintained.
- Maintaining and promoting a collaborative environment and “best for project” approach at all levels of the project.
- Liaising with the client and acting as the primary representative for all quality related matters.
- Bachelor’s degree in engineering or architecture, with experience in infrastructure, heavy civil, highways, and/or rail projects.
- Minimum of 15 years’ experience with at least 5 years of senior level Quality Assurance related experience on public transportation projects of similar size, complexity, and contractual value.
- Certified ISO 9001 Lead Auditor with experience implementing ISO 9001 Management Systems.
- Hands-on experience and knowledge of Lean principles in the AEC industry; Green Belt Lean Six Sigma certification is an asset.
- Proven leadership skills.
- In-depth knowledge of Quality Management Systems.
- Excellent written and verbal communication skills.
- Ability to solve problems efficiently.
- Ability to develop innovative project ideas for continual improvement.
- Ability to complete assigned projects on time within a designated budget.
- Ability to lead a team and designate project tasks effectively.
- Ability to analyze data and create reports.
- Strong public-speaking skills to communicate to groups of people about quality related issues.
