Under the general guidance of the Design and Construction Engineer, the Technologist 2 will conduct inspections, provide contract administration for Capital Projects, prepare designs and specifications for upgrading watermain and sewer projects and prepare cost estimates for Capital PUnder the general direction of the Design & Construction Engineer the Construction Services Coordinator is responsible for the site inspection services of in-house projects, as well as the construction and development servicing inspections required by the Department's various capital works and selected operations and maintenance programs. Provision of these services includes prioritization and assignment of work, establishment of work standards, all of which to ensure successful and quality completion of constructed projects in conformance with accepted standards, procedures and contract documents.

As the Construction Services Coordinator you will:

  • Coordinates the construction inspection services for 6 permanent technicians/technologists or term employees as required dependent on the Branch's workload.
  • Coordinates the contract administration and inspection services for all of the Department's capital works programs and selected operations and maintenance projects.
  • Represents the Department for capital works projects assigned to consultants with respect to construction issues.
  • Conducts worksite safety inspections and ensures that all projects under construction are in conformance with all Federal and Provincial workplace and safety regulations and the Department's Safety Management Program.
  • Reviews drawings and specifications on Department projects to provide comment with respect to applicable construction standards, methods and materials.
  • Ensures compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  • Performs other related duties consistent with the position as assigned.

Your education and qualifications include:

  • Graduate in Civil Engineering Technology from a recognized Institute of Technology.
  • Membership in C.T.T.A.M. (Certified Technicians & Technologist Association of Manitoba) as a Certified Engineering Technologist (C.E.T.).
  • Five years’ experience directly related to contract administration and construction of municipal work. An equivalent combination of training and experience will be considered.
  • Ability to coordinate technical support staff in order to provide effective construction management and inspection services for a large number of diverse projects.
  • A good working knowledge of contract law, legal systems, dispute resolution, claims procedures and good negotiating skills.
  • Demonstrated knowledge of contract administration including principles of contract administration and project management, City of Winnipeg specifications, general conditions, By-laws and approved materials.
  • Good working knowledge of municipal design standard for sewer and water projects.
  • Demonstrated knowledge of construction techniques and trade practices equipment.
  • Knowledge of Safety and Health Legislation standards and accepted guidelines.
  • Ability to assess worksite risks.
  • Demonstrated ability to establish and maintain effective working relationships with fellow employees, other City departments, the general public, engineering consultants, and contractors, in accordance with the Respectful Workplace Standard.
  • Demonstrated ability to write comprehensive reports and letters and have a high level of verbal skills.
  • Demonstrated ability to operate a personal computer utilizing various software applications (Microsoft suite software, database applications).

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
