Reporting to the Executive Director of Community Health and Pharmacy Services, this senior level position provides leadership, direction and budget management for community health within the department. This position is responsible for leading integrated planning, program development, innovation, policy, evaluation and monitoring processes related to community health within the department, including, but not limited to primary care, chronic disease management, women and gender-diverse health, rural health, fertility supports, organ and tissue donation and transplant, blood services and the 811 service.
The director is responsible for leading the development and implementation of collaborative strategies, action plans and initiatives. This position provides high quality advice and assistance to support operations to be responsive to client needs and maximize accountability and effectiveness in achieving desired outcomes. This position provides support and advice to the Assistant Deputy Minister (ADM) of Health and Wellness for Community Health & Policy, Deputy Minister and Minister on related provincial and Federal/Provincial/Territorial (FPT) matters.
Duties will include but not limited to:
- Provide high quality advice, assistance and information to ED, ADM, Deputy Minister and Minister and other directors within DHW specific to community health and related policy, innovation and FPT related matters;
- Provide direction and leadership for community health services, e.g., Primary Care, Midwifery, Fertility Support Program, Rural Health, Women and Gender-Diverse Islander Health, Public Health, Chronic Disease Management Programs, within the broader continuum of care within a provincial context;
- Ensure development and promotion of the DHW’s broad goals and priorities into objectives, guidelines, policies, core programs and standards with a focus on performance excellence and people excellence;
- Report on the performance/outcomes of programs within the Department in providing high quality services to Islanders;
- Lead health system innovation initiatives, coordinating project design and implementation, and establishing evaluation criteria, e.g., Primary Care Road Map, Women and Gender-Diverse Islander Health Strategy, Diabetes Strategy, Organ Tissue Donation and Transplant, Blood Services etc.;
- Ensure effective and positive communications and relationships with other governmental departments and agencies, community partners, NGOs and academia to ensure an integrated approach;
- Work collaboratively with HPEI to develop policies, new programs and strategies, support implementation and program evaluation;
- Oversee quality improvement processes including the development of and monitoring of risk management processes, utilization, quality improvement, and compliance with legislation, regulations, and standards of practice in each area of responsibility;
- Responsible to maintain a culture of safety within the organization; responsible for being informed of department that facilitates polices and processes that support patient safety; and to be aware of role in supporting patient safety within the health system;
- Represent the Department at various provincial and FPT meetings, advisory committees and working groups;
- Support the Executive Director in leading the strategic planning processes for the community health development, preparation and communication strategic and operational planning, including the development of multi-year strategic plan, and annual business plans;
- Lead transformative changes in DHW to modernize programs to improve service delivery, quality and improve client experience to ensure programs are relevant, current, evidence-based, meet client needs and service standards (e.g., Primary Care, Public Health, Women’s Health, Dental Care, Autism Services, Organ Tissue Donation and Transplant, Blood Services etc.);
- Provide leadership and direction to division staff, establish processes, developing work plans with staff and monitoring implementation of these to ensure achievement of acceptable results. (includes staff, arrange orientation and training; assign workloads; develop staff competencies; maintain current position questionnaires; and monitor quality and quantity or work);
- Lead the department’s system accountability through a robust accountability framework for the department, which aligns accountability relationships, performance monitoring and reporting processes, and system performance indicators with department’s strategic and operational plans.
Minimum Qualifications:
- Master’s degree in a relevant field or relevant university degree, supplemented by course work in management, leadership, policy, program and strategic planning, research methods, program evaluation, project management and stakeholder consultation.
- Extensive experience (5+ years) in a senior management position, preferably within a health care field related field.
- Extensive experience (5+ years) in the areas of program and policy development; strategic planning, budget management, implementation and evaluation processes, change management and results management, particularly as it relates to Government.
- Must have considerable experience working with other government departments and community organizations.
- Demonstrated equivalencies will be considered.
- High knowledge and proficiency in the following areas: strategic planning, program and policy design, development, implementation and evaluation processes; performance monitoring and reporting; project management; team building and group facilitation; organizing and conducting large scale consultations.
- Strong management and leadership skills.
- Excellent skills in areas of facilitation, organizational, time management, conflict resolution, and written and oral communication.
- Excellent human resource management and budget management skills.
- Excellent interpersonal and collaborative skills with an ability to plan and think strategically.
- Ability to prioritize and effectively manage multiple projects simultaneously.
- Proficient in applicable computer programs.
- Good previous work/attendance record, and acceptable criminal records check.
Other Qualifications/Assets:
- Demonstrated knowledge of the PEI government, particularly the PEI Health Care System.
- Demonstrated knowledge of program and policy issues related to service quality and access for cultural and linguistic minorities.
