The PEI FILU (Family Information Liaison Unit) is located within Victim Services and provides direct service delivery to family members of Missing and Murdered Indigenous people. This position will report to the Manager of Victim Services and will be the primary point of contact for PEI FILU, managing all FILU referrals and requests. This position will also include community outreach to raise awareness about FILU initiatives and supports available to family members. The incumbent will participate in the MMIWG Indigenous Working Group and will support the Victim Service program in providing supports to Indigenous victims of crime.


The position will also work to increase awareness and support for MMIWG initiatives and gender-based violence through active participation on committees, research, and implementation of various project initiatives, often intersecting with other divisions, departments, and community organizations.


Duties will include but are not limited to:

  • Act as a subject-matter expert in relation to the PEI FILU and be the primary contact for PEI FILU questions, information requests, and referrals;
  • Provide opportunities for information sharing between PEI FILU/Victim Services and the Indigenous Communities to facilitate referrals and reinforce service delivery pathways;
  • Working in partnership with Indigenous communities, collaborate to develop meaningful and Indigenous-led partnerships between the community and PEI FILU to ensure community members are aware of the program and know how to access it easily;
  • Develop and maintain interagency partnerships with Indigenous service providers/organizations such as Mi'kmaq Confederacy of PEI (MCPEI), Native Council of PEI (NCPEI), Aboriginal Women's Association of PEI (AWA-PEI), Lennox Island First Nations, and Abegweit First Nations regarding PEI FILU, Victim Services, or other related programming;
  • Support clients through the use of trauma-informed and culturally appropriate service delivery that is client-centered and responsive to individual and family needs. This may include but is not limited to information gathering, referrals, transportation to meetings, coordination of services, and case management;
  • Acting as a liaison between the family and the other services, arrange to share information with family members in a manner that meets the needs of the family;
  • Assess needs and support the family in accessing cultural supports, make referrals to programs/services, and support requests for funding under the FILU program;
  • Support the Victim Service Worker in safety planning measures in high-conflict and high-risk situations, including participating in case conferences or meetings;
  • When requested, help advocate for victim’s needs within the community in relation to their experiences with the criminal justice system;
  • Attend and participate in the MMIWG Indigenous Working Group meetings and other relevant committees or meetings;
  • Engaging with the MMIWG Indigenous Working Group and other relevant partners to better understand the immediate and long-term needs of families and communities in situations involving missing and murdered Indigenous individuals and those impacted by gender-based violence;
  • Responsible for developing workshops, enhancing training, and raising awareness regarding FILU;
  • Participate in committee work to support the services for FILU clients;
  • Participate, facilitate, and present at workshops/conferences.


Minimum Qualifications:

  • Bachelor’s degree or recognized diploma in social sciences or a related field;
  • Minimum of three years’ experience in a relevant field (i.e. violence prevention, awareness raising, project management, social support, caregiving);
  • Demonstrated equivalencies will be considered;
  • Knowledge and familiarity with PEI First Nations and Indigenous communities in PEI;
  • Working knowledge of Indigenous culture, history, protocols, healing practices, and the unique dynamics of Indigenous peoples;
  • Working knowledge of gender-based violence;
  • Extensive knowledge of the National Inquiry into Missing and Murdered Indigenous Women and Girls Calls for Justice, and the Truth and Reconciliation Commission of Canada Calls to Action;
  • Ability to gather and consolidate relevant information regarding sensitive issues in a trauma-informed manner;
  • Ability to write reports, summarize project work, and provide recommendations within the scope of the work;
  • Ability to work independently;
  • Ability to develop and present information and/or training to various audiences;
  • Ability to work independently and effectively with minimal supervision;
  • Flexibility to work some evenings and weekends to meet program delivery needs;
  • Valid driver’s licence and reliable vehicle.


Other Qualifications:

  • Preference will be given to applicants who are of Indigenous ancestry;
  • Training and experience related to sexual violence, family violence, trauma, and risk assessment and mitigation, trauma-informed care, and/or project management be an asset;
  • Experience with group facilitation, proposal writing, and/or delivering training is an asset;
  • Knowledge of the criminal justice system would be an asset;
  • Training in First Aid and CPR.
