Job Profile
Under the general supervision of the Electrical and Instrumentation Supervisor or designate, the Electronic Technologist – Instrumentation is responsible to maintain process controls and electrical equipment in proper working order in all facilities of the Wastewater Services Division.
As The Electronic Technologist - Instrumentation You Will
- Perform all duties required to maintain control instruments in proper working order and accuracy, including equipment of mechanical, electrical, electronic, pneumatic and hydraulic nature.
- Perform extensive troubleshooting of malfunctions, using complex electrical and electronic equipment.
- Perform all required repairs, which may include part replacement and/or actual part fabrication.
- Design, build, install, starts-up and tune control systems.
- Install new equipment and instrumentation, performing all final adjustments and calibrations to place the system into operation.
- Calibrate and adjust a wide variety of equipment in the field and in the shop, including vital safety equipment such as personal monitors for dangerous gasses.
- Select and order equipment, materials, and tools.
- Maintain service logs and files covering all control equipment to facilitate ordering of parts and service.
- Maintain, troubleshoot, document, program, and configure PLC and DCS control systems.
- Instruct City personnel in proper operating procedures for new and modified control systems.
- Produce as-built wiring diagrams, operational diagrams and part drawings.
- Proactively improve process control systems to achieve better regulation of the processes, improved reliability and increased safety in accordance with current code and best practices.
- Ensure various operator interfaces accurately reflect field conditions and provide proper process control, as well as programming/configuring intelligent devices such as stand-alone PLC’s, switches and PLC/RTU nodes within LAN’s and SCADA systems and establishing and maintaining digital process communication networks.
- Review technical drawings and project documentation to ensure completeness, accuracy and quality of control engineering designs.
- Assist in training other employees.
- May assist and/or oversee one or more trade persons, or other City employees, during installations or major repairs.
- Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
- Perform other related duties consistent with the classification, as assigned.
- Successful completion of Grade 12 or GED or an equivalent combination of training and experience.
- Diploma from a recognized Community College Engineering Technology Program in Instrumentation or Electronic.
- Active member in C.T.T.A.M. (Certified Technicians & Technologists Association of Manitoba) at the Technologist level.
- Valid Manitoba Power Engineer Certificate, Class 4 or better, is preferred.
- Must possess a broad knowledge of instrumentation, hydraulics, pneumatics, electricity, and electronics.
- Demonstrated experience in computer control, programmable logic controls, supervisory equipment (SCADA) and instrument maintenance.
- Proven ability to perform extensive troubleshooting using complex electrical and electronic equipment.
- Ability to design, assemble and place in service basic control circuits.
- Proven ability to plan, organize, and report on programmed instrument servicing.
- Demonstrated proficiency in preparing and interpreting blueprints, wiring diagrams and specifications.
- Proficiency with AutoCAD Electrical is preferred.
- Demonstrated skill in the use of personal computers and Microsoft Office applications.
- Ability to communicate effectively, both verbally and in writing, and to maintain accurate records.
- Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts including suppliers and contractors and the public, in accordance with the Respectful Workplace Standard.
- Must have a thorough knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that are applicable to the position’s area of work.
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
- A Limited Specialized Trade Electrical License (M License – Technologist) or equivalent is required.
- A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
- Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
- Must be physically capable of performing all of the duties of the position.

Position Reports To: Electrical and Instrumentation Supervisor

- Applicants may be required to undergo testing to determine their knowledge, abilities, and skills as they relate to the qualifications of the position.
- The successful applicant may be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
- The various work environments that the position may encounter during the course of a normal working day may subject the employee to noxious odours, gas, dust and occasional exposure to adverse weather. An employee working in these environments must practice safe working habits and adhere to safety policies and guidelines.
- The successful applicant may be required to work in confined areas and hazardous locations where the wearing of self-contained breathing equipment is necessary due to lack of oxygen and/or presence of harmful gases.
- The successful applicant may be required to work standby duty on a sequential rotation basis.
- The Department may consider applicants who do not meet all of the qualifications outlined and under-fill at the Electronic Technician level. The successful candidate will be required to meet the conditions of employment to fully qualify his/her self at the Electronic Technologist level within a specified timeframe.
