Organizational Information

Purpose of your Position - Non Union The Infrastructure Delivery Department Manager leads the team responsible for delivering parks, transportation, utilities, and special projects for the City of Kelowna. In this role you will collaborate with key stakeholders to coordinate the detailed design and delivery of capital projects and programs. You will establish design standards for all infrastructure types and manage a technically oriented team. Additionally, you will be engaging consultants for design work and project management services, overseeing procurement methodologies, and selecting consultants and contractors for the city’s capital program. You will also ensure all construction work adheres to design standards and regulations, providing the best value to Kelowna’s citizens while ensuring public and staff safety and protecting the natural environment

Results and Activities - Non union 1. Supplier Management
  • Build and maintain relationships with consultants, contractors, and construction industry representatives to foster an on-going understanding of each other’s needs, improve overall project delivery, and to become a preferred client.
  • Serve as a liaison to solicit suggestions and receive feedback from consulting and contractor representatives.
  • Establish and enforce consistent and fair business practices so that the contractors are confident working for the City of Kelowna
2. Project Management
  • Plan and resource $150-$250M of projects appropriately to deliver the capital construction program on schedule and on budget.
  • Adjust work plans and staffing levels necessary to accommodate changing project requirements and emerging priorities.
  • Help develop and implement the Project Management Framework into a set of consistent project management tools to guide progress on budget, schedule and quality.
  • Assist staff in preparing project charters, project plan and innovative procurement approaches for project delivery.
3. People Management
  • Attract and retain a technically capable team that matches the needs of the Department work demand.
  • Lead the development of the team members.
  • Foster a collaborative and respectful team culture.
  • Ensure that the Department is committed to the objectives of Council and the internal clients it’s delivering projects for.
4. Professional Leadership
  • Contribute to the practice of professional engineering as a member of the City of Kelowna’s Responsible Members leadership team.
  • Collaborate with the other department leaders in the Infrastructure Division.
  • Innovate in the delivery methodology of projects.
  • Demonstrate customer service excellence.

Credentials - Union
Knowledge - Non Union Degree in Engineering (Civil preferred) or Geoscience. Registered or immediately eligible for Professional registration to practice engineering in the Province of BC, at least 10 years experience managing professionals involved in the design and construction of wide-ranging municipal infrastructure including roads, bridges, underground utilities, parks, etc
Skills & Abilities - Non Union Leadership; the ability to listen, interpret and guide a variety of staff in the successful delivery of their role; attract & retain staff, technical expertise, coaching/mentoring, ability to work well with others and the ability to deal with complex processes and make decisions under pressure. Project management, the ability to craft, implement and monitor project management systems. Professional Excellence; the ability to apply professional knowledge and ethics to help craft the City of Kelowna’s Professional Practice Management Plan for engineering and geoscience. Excellent written and verbal communication skills

Additional Hiring Information The annual salary for this position ranges from $166,700 to $194,500, depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure.
