On behalf of our client, Procom Consultants Group is currently searching for a Project Manager (Non IT) in Edmonton.


Project Manager (Non IT) Job Description:

Provide project management rigor to large, complex and/or politically sensitive strategic initiatives that are not (solely) IT in nature. This can include: identifying an issue or opportunity in the business/industry; introduction of, or changes to, service delivery, policy, or legislation; creation and implementation of new products, programs, or business improvements; or other organizational or industry transformation. Oversees all aspects of project planning, execution, delivery, and close. This includes determining the most suitable approach to achieve defined objectives and ensure business needs, quality standards, and data integrity are achieved. Responsible to:

  • Work within the standards defined by the project management office where defined. In the absence of standards, work with the project management office to define new standards.
  • Collaborate with program areas to develop well-defined proposals, project charters and other planning documents, and project artifacts.
  • Work with project leads to develop a project organization structure with clearly defined roles and responsibilities.
  • Manage, document and control Project(s) to achieve each Project's goals, scope, budget, schedule, quality, and other applicable performance standards.
  • Identify project milestones, critical success factors, dependencies, policy implications, metrics, and resource requirements.
  • Contribute to project deliverables where needed e.g., research, survey design, drafting report writing and etc. to support quality and timely delivery of deliverables.
  • Regularly monitor, document and report on project progress against the plan
  • Plan, lead and participate in project and steering committee meetings.
  • Document changes in scope, budget or schedule; coordinate signoffs and communicate changes with sponsor, working groups/committees and Project Management Office
  • Ensure that issues, risks, and opportunities are proactively identified with strategies developed and actioned where possible.
  • Provide high-level business or process analysis, change management and communication supports to the team as required.
  • Complete proper hand-over of project outputs including all relevant project documentation to project management office.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects. Document lessons learned and share with PMO.


Project Manager (Non IT) Mandatory Skills:

  • Minimum of 7–10 years of progressive project management experience, leading large-scale, complex, cross-ministry or politically sensitive strategic initiatives (not limited to IT), including service delivery changes, policy or legislative initiatives, program development, and organizational transformation.
  • Demonstrated experience working within a formal Project Management Office (PMO), including developing project charters, governance structures, planning documents, work back schedules, risks and issues logs, progress reports, and full project documentation in alignment with government or public-sector standards.
  • Proven ability to manage end-to-end project lifecycles, including scope, schedule, budget, quality, resource planning, change control, and stakeholder engagement across diverse internal groups, executive leadership, and cross-functional teams.
  • Strong experience providing business analysis, process analysis, and change management support, including research, survey design, policy impact assessment, drafting reports, briefing materials, and developing communication artifacts to support successful project delivery.
  • Exceptional stakeholder management and communication skills, with a demonstrated ability to lead steering committees, working groups, and cross-ministry teams, manage politically sensitive issues, present to senior leadership, and ensure proactive identification and mitigation of project risks, issues, and opportunities.
  • Experience delivering projects within government or public-sector environments, preferably within social services, education, or child- and family-focused ministries, with a strong understanding of government governance structures, approval processes, and accountability frameworks.


Preferred (Asset) Qualifications

  • PMP, PRINCE2, Prosci, or comparable project/change management certification.
  • Experience with legislative, policy, or regulatory reform projects.
  • Experience in ministries related to Education, Children & Family Services, Community & Social Supports, or similar sectors.

2025-12-03 to 2026-03-31 with possible extensions.

Per worker model below this is a Onsite position (Edmonton).Per worker model below this is a Onsite position (Edmonton). Standard Hours of work are 8 to 4:30pm with a 1 hr lunch break Alberta time, Monday through Friday excluding holidays observed by the Province
