Are you a customer-driven professional with a passion for leadership and treasury functions? The City of Owen Sound is hiring a Manager of Revenue/Deputy Treasurer to support the City’s financial services.

What You’ll Do

  • Provide strategic, operational, and people leadership to the Property Taxation, Utility Billing, Accounts Receivable, and Service Owen Sound
  • Provide leadership and oversight to the Financial Services Supervisor who is responsible for accounting, financial analysis and accounts payable
  • Ensure strong customer service delivery, legislative compliance, accurate billing, timely collections and efficient front-line operations
  • Lead continuous improvement initiatives across revenue operations
  • Guide staff on complex or escalated matters
  • Oversee the implementation of user fees and rate structures
  • Supports corporate financial planning through accurate revenue forecasting and analysis
  • Acts as the designate for the Director of Corporate Services


What We’re Looking For

Education & Experience:

  • Post-secondary education in Business or a Finance-related field
  • 3 to 5 years of experience in a senior financial role
  • 5 years of strong leadership experience

  • Knowledge and demonstrated ability in customer service, communication, teamwork, initiative/self-management, accountability and flexibility/adaptability.
  • Management competencies, including results/achievement focus, leadership, financial management, business planning, decision-making/judgement, representation, professionalism and job knowledge.
  • Demonstrated knowledge of applicable legislation, municipal and regional government organization and structure, industry standards, issues and communities served.
  • Knowledge of, and demonstrated ability in: strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of delivery of its areas of business.
  • Demonstrated political acuity and the ability to negotiate, mediate, facilitate, and present information to diverse audiences.
  • Proven managerial ability, including staff leadership, coaching, and program implementation.
  • Strong knowledge and application of financial planning, revenue management, budgeting processes, and cost-recovery principles.
  • Excellent interpersonal, project/time management, analytical, communication,
  • presentation, public/media relations, problem-solving, negotiations and staff leadership
  • and supervisory skills with a strong aptitude for adapting to change.
  • Ability to work on multiple projects concurrently and prioritize effectively in a fast-paced environment.
  • Strong analytical and process-improvement skills, including the ability to assess risk, identify solutions, and implement innovative approaches.
  • Skilled researcher with a strong desire to maintain current knowledge of revenue management practices, legislation, and technology.
  • Self-directed, with the ability to work independently and collaboratively, and to perform effectively under pressure.
  • Ability to maintain confidentiality and handle sensitive information appropriately

  • Criminal record check.

Compensation & Benefits

  • Wage: $96,387 – $117,554 annually
