Summary
GFL is seeking an experienced, strategic, and passionate Project Portfolio Analyst to serve as a key enabler of the enterprise transformation strategy. This pivotal role is responsible for supporting executive leadership in bringing strategic ideas to life by structuring and financially vetting new initiatives, developing robust business cases and ROI models, and preparing essential content for PMO governance forums.
Reporting to the Director, ePMO, you will be the trusted partner accountable for ensuring the strategic pipeline is financially sound, effectively governed, and aligned to deliver maximum value to GFL. Your success will be measured by your ability to transform nascent ideas into executable projects with quantified value, create a transparent intake process, and build confidence across the C-suite that translates into predictable delivery of business value.

Strategic Portfolio Planning & Financial Modeling
Own the Project Funnel & Business Case Development: Partner with executive-level stakeholders to lead the development and maturation of project ideas. This includes conducting high-level assessments and building comprehensive business cases that articulate the problem, solution, risks, and financial justification.
- Financial Due Diligence & ROI: Determine the potential Return on Investment (ROI), calculate the future value, and establish key financial metrics (e.g., Net Present Value, Payback Period) for all proposed initiatives to ensure investment viability.
- Budget & Cost Outlining: Outline the high-level cost, resource requirements, and proposed timelines for projects. Support business units in developing initial departmental budgets related to project execution.
- Enable Prioritization: Evolve an executive idea into an executable proposal with defined scope, robust costing, financial models, and proposed delivery framework (e.g., SAFe, waterfall, hybrid) to accelerate value delivery and improve predictability, accurately enabling the prioritization of the strategic project pipeline.
- Solution Vetting & Recommendation: Conduct Strategic Options Analysis (SOA) for high-impact decisions to understand different solutions, including the evaluation of proposed system replacements (tool A vs. Tool B) or rollout methodologies (Strategy X vs. Strategy Y). This includes rapidly gathering necessary data, outlining the pros, cons, and financial impacts of the current state versus proposed solutions, and synthesizing this information into executive-ready presentations to enable timely, informed decisions.
- AI Champion: Ensuring proposed solutions are considering AI when possible.
- Manage Governance Cycle: Own the logistics, preparation, and data integrity for all critical governance forums (e.g., Steering Committees, Project Review Boards).
- Executive Decks & Data: Design, construct, and prepare highly effective, visually compelling presentations that concisely articulate project outlines, including the detailed financial justification (ROI/NPV), problem statement, solution, risks, costs, and timeline.
- Influence & Alignment: Drive cross-functional consensus and expertly navigate political landscapes to secure necessary funding, resources, and alignment for strategic projects, translating financial and technical complexities into clear, strategic business impacts.
- Execute EPMO Strategy: Actively support the Director, ePMO in executing the strategic roadmap for the ePMO, translating high-level objectives (e.g., efficiency gains, predictability improvements) into tactical initiatives and rollout plans.
- Controls & Compliance: Ensure Project Controls are clearly articulated and documented and all ePMO templates and processes align to satisfy IT SOX Compliance, collaborating closely with internal audit and compliance teams.
- Academic Training:
- Bachelor’s degree in Business, with a concentration in Finance, Accounting, or Strategic Management.
- Education in the areas of Project Management, Communication, Data Analytics.
- Project Management certification, PMP or related technical discipline or an equivalent combination of education and experience.
- Scaled Agilist (SA), Scrum Master (CSM/SSM) certification is a strong asset.
- Work Experience:
- 5+ years of demonstrated success in the strategic front-end of the portfolio, specifically:
- Translating abstract executive ideas or business needs into clear, structured, and executable project proposals with defined scope, robust financial models (ROI/NPV), and quantified value.
- Direct experience with financial planning and rigor, including business case development, detailed budget forecasting, and cost management for initiatives.
- Experience in Project/Portfolio Governance and project prioritization.
- Demonstrated experience in financial accountability and forecasting for budgets exceeding $1M.
- Data analysis, Data driven decision making.
- Specific Competencies:
- Executive Communicator: Expert-level skill in developing and delivering clear, impactful, and concise executive-level presentations that drive decision-making. Proven creativity in building content to enable PMO governance.
- Master Influencer: Strong negotiation, influencing, and executive-level stakeholder management skills required to navigate complex organizational dynamics and secure alignment.
- Strategic & Financial Acumen: Deep quantitative and analytical abilities for complex problem-solving, determining future value, risk modeling, and ownership of project financial forecasting and cost management.
- Technical Proficiency: Expert in project management tools, including Smartsheet (or comparable PPM tools), G-suite, Monday.com, and JIRA. Experience with Workday, Google Sheets.
