The Vancouver Fraser Port Authority is an arm’s-length federal agency responsible for the shared stewardship of the lands and waters that make up the Port of Vancouver, Canada’s largest port. The Manager, Development is responsible for development of delivering initial phases of the development cycle for VFPA lands. This includes reviewing long-term market forecasts, recommending property acquisition and development strategies, preparing project plans and definition reports, preliminary engineering, undertaking site preparation works including utility and servicing installations, and negotiating contracts with developers.


This position is also responsible for obtaining both internal and external development authorizations by coordinating application preparation, external consultation, environmental approval, municipal approval, cost and financial analysis, and Board approval to proceed with construction. They are responsible for facilitating long-term development strategies for potential port acquisitions and existing port lands.


What You Do

  • Participate in the acquisition of development sites by conducting feasibility studies. Studies may include an assessment of proposed uses, geotechnical and environmental site conditions, road and rail transportation connections, site servicing requirements, cost estimates, financial returns and residual land values.
  • Prepare and recommend development strategies for VFPA properties and seek approval to proceed.
  • Implement approved development strategies including finalizing the site development plan, preparing environmental impact assessments, conducting community, municipal and First Nations consultation, securing all project approvals such as environmental permits and municipal servicing agreements, and obtaining VFPA funding approval.
  • Assist the Engineering and Infrastructure Delivery Departments in completing construction of any project infrastructure requirements.
  • Assist the Real Estate Department in securing tenants for development sites including requests for proposals, proposal evaluation and lease negotiation.
  • Manage inter-departmental teams and consultants as required to identify and implement development projects.
  • Manage development projects within approved budgets to ensure costs are controlled and commitments are met.
  • Prepare and implement capital budget programs, strategic initiatives and interdepartmental initiatives in support of VFPA’s mandate.
  • What You Bring

    • Appropriate university degree in planning, engineering or commerce or related discipline.
    • A minimum of 5 years of related experience at a management level in land development, engineering or construction management of complex projects, or an acceptable combination of education and experience.

    Working environment: Normal office conditions with travel to meetings in Vancouver, site visits and occasional out-of-town trips.
