The City of Edmonton is seeking a strategic and experienced leader to fill the role of Manager, Systems Processing & Support Services (SPSS). Reporting to the Director of Contract Strategy & Systems Solutions, you will oversee all system processing and support functions, including critical procurement, contract management, and Procure to Pay (P2P) systems for the City of Edmonton, Edmonton Police Services (EPS), and Edmonton Public Libraries (EPL)
This high-impact role is accountable for maintaining workspaces for a substantial volume of active contracts and supporting a large group of unique purchasers managing a high volume of annual purchase orders and significant annual spend across numerous suppliers. You will lead two dynamic teams, focusing on strategic planning, resource allocation, performance management, and fostering a positive, goal-aligned work culture. A key function of this role is providing strategic advice on escalated supplier performance issues and planning for organizational contingencies to ensure seamless contract and supplier management across multiple entities
What will you do?

  • Manage direct reports, including hiring, delegation, performance management, resource allocation, and addressing escalated disciplinary actions
  • Oversee overall team performance against key performance indicators (KPIs), identify operational inefficiencies, and implement improvements
  • Maintain necessary personnel, budget, and technical resources to support business objectives and foster employee skill development
  • Translate Corporate and Branch visions and priorities into actionable team-level items, ensuring alignment of structure, process, and culture
  • Plan for and create mitigation strategies for significant contingencies, such as labour disruptions or system impacts
  • Ensure seamless contract management, supplier management, and purchasing operations across the City, Edmonton Police Service (EPS), and Edmonton Public Libraries (EPL)
  • Provide strategic advice and direction on escalated supplier performance management activities, including reviewing probation/suspension requests
  • Drive requirements for system updates (e.g., Council mandates), prioritize usability enhancements, and lead conversations to implement P2P process improvements (e.g., Ariba configurations and automation)
  • Cultivate a culture of continuous improvement within the unit, promoting ongoing learning, innovation, and process optimization
  • Cultivate strong, collaborative relationships with internal and external partners and facilitate change management for process and system improvements
  • Guide and train team members on reporting tools, analytics, best practices, and knowledge transfer to drive staff continuous improvement
  • Develop and implement structured measures to assist teams in effectively transitioning to and applying new policies, directives, and procedures
Qualifications:
  • Bachelor’s Degree in in Business Administration, Public Administration or a related discipline, or equivalent
  • Minimum 7 years of progressively responsible experience in a large, complex, unionized environment (preferably public sector), with specialized knowledge in procure-to-pay systems and contract management
  • Experience in public procurement, contract management, and supplier performance/relationship management is preferred
  • Extensive knowledge of key Supply Chain Management (SCM) processes (P2P, sourcing, evaluation, contract management, and supplier performance), coupled with a strong understanding and experience in public sector contract management, procurement law, trade agreements, City procurement policies, and negotiations skills

Assets:

  • Experience in working with SAP and other ERP solutions
  • Project Management Professional designation (PMP)

  • Specialized Procurement Expertise: Extensive knowledge of public sector procurement, contract, and supplier management practices, standards, tendering law, and trade agreements, supported by practical experience in procurement and supply chain systems
  • Communication and Relationship Building: Strong verbal and written communication, interpersonal, and presentation skills, with proven ability to facilitate groups with competing interests, resolve conflict, negotiate complex issues, and build strategic networks and partnerships
  • Strategic and Operational Competence: Proven planning and organization skills to manage program delivery, the ability to analyze complex technical information and make timely decisions, and recognized experience in organizational change management, project management principles, and business acumen

Conditions of employment & work environment:

  • Up to: 1 temporary full-time position for up to 18 months

  • Hours of work: 36.9 hours per week, Monday - Friday
  • Salary: $105,668.31 - $132,083.94 (Annually)
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and office
  • This position is eligible for the EDO program (Earned Day Off)
  • Valid Alberta Class 5 driver's licence (or provincial equivalent)
  • Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement
