Position Overview The City of North Vancouver is the urban core of the beautiful North Shore and has a long-term vision to be “The Healthiest Small City in the World”, with five key priorities to be a City for People, a Resilient City, a Vibrant City, a Connected City and a Prosperous City The Planning, Development & Real Estate department has an exciting opportunity for a temporary full-time Manager, Development Services for approximately 15 months
Responsibilities Reporting to the Director, Development, you will manage a supervisor and a group of Project Engineers, Development Technicians, and a Project Manager (Construction) who are responsible for ensuring that developers uphold and deliver all off-site requirements including subdivision conditions, site servicing, public property frontage construction etc. You will set direction for the group, recommend and implement policy and related business processes. You will also be responsible for managing your team. You may appear before Council and are often a public spokesperson for development in the City. You will prepare background material for politicians and senior officials. In addition, you will work closely with internal and external stakeholders to improve development application review processes, service delivery and lead the associated updates to policy, bylaw and business processes. Given the small size of our organization, you will work closely with other departments to advise on development applications to ensure a coordinated approach to development
Requirements This position requires considerable related experience with a track record of working in the public sector and specifically on engineering and development related matters with private developers and infrastructure providers within tight timelines is essential. Sensitivity to the general public, development industry, business community and political astuteness should be evident. You will have a strong understanding of the principles of complex development conditions including the regulatory framework for development within the City and the effects on utility and road network systems. You will have proven leadership skills, superior communication and interpersonal skills and a track record of working effectively in a public oriented and collaborative working environment. You will also have the ability to negotiate effectively with developers regarding the provision of amenities, growth related infrastructure improvements and construction logistics to minimize impacts on the surrounding neighbourhood You will have a degree in engineering or planning or a diploma in technology, supplemented with practical knowledge of construction both on private property and within the public realm and with a sound working knowledge of municipal and non-municipal utilities. You will understand the various complexities of multi-family, commercial and industrial construction, particularly how it affects the public realm adjacent to the site during the construction process. Understanding construction sequencing and traffic management is critical in delivering minimal impacts to neighbouring properties and to the general public, including pedestrians and cyclists. Membership or eligibility for membership with EGBC, with ASTTBC, or with the Canadian Institute of Planners is required. Proficiency with Microsoft Office and working knowledge of computerized analysis techniques in the profession is also necessary
Compensation We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $130,008 to $152,964 annually (2024 rates). Salary offered will be commensurate with education, experience and internal parity
