The Capital Planning Branch of Manitoba Transportation and Infrastructure is responsible for managing and developing both multi-year and annual capital programs. It provides expertise in program development for short- and long-term strategic capital infrastructure investment plans, as well as departmental policies. The branch establishes frameworks and conducts analyses to support decision-making and ensure value for money across all asset categories within the department. It implements a centralized asset management strategy by developing and executing a strategic asset management plan, creating asset management solutions, and overseeing an enterprise asset management system to facilitate cross-asset analysis at the departmental level. The branch manages the maintenance, enhancements, and quality assurance of data programs and project systems, such as the Construction Management System, capital projects dashboards, and the interactive internal and public-facing map of capital projects. Duties:
This position reports to the Manager, Asset Management in Capital Planning branch. The Asset Management Specialist supports the Manager, Asset Management in the delivery, strategic development, planning, and implementation of asset management in the department. The Asset Management Specialist Liaises with construction, maintenance engineers/managers and other technical staff in the department in providing guidance and expertise in asset management practices.

Qualifications:
Essential:

  • Completion of post-secondary education in a relevant discipline (Business, Engineering) and/or a related discipline with direct work experience, and/or training may be considered.
  • Experience conducting research, analysis and process mapping with an ability to present information with clear conclusions and recommendations.
  • Practical experience in applying asset management principles, theory and risk management.
  • Experience or thorough knowledge in infrastructure design and construction methods and practices.
  • Experience or in-depth knowledge of financial reporting.
  • Excellent verbal communication skills to present and explain complex and technical information.
  • Excellent written and communication skills including experience writing a variety of technical written documents.
  • Strong interpersonal skills with an ability to work collaboratively with subject matter experts, internal and external stakeholders.
  • Strong analytical and problem-solving skills including the ability to synthesis information from a variety of sources.
  • Experience working independently, organizing and prioritizing workload to meet competing deadlines.
  • Proficiency with Microsoft Office (including Word, Outlook, Excel, PowerPoint, Teams), or similar software applications.

Desired:
  • Experience working on projects within a work setting, preferably within the project management principles.
  • Asset Management Training and Certification from a recognized Institute or College.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid Class 5F driver's license or equivalent
  • Must be able to travel to remote communities by vehicle, boat, small aircraft, all-terrain vehicle and/or winter roads.
  • Ability to stay overnight when traveling to the different regions within Manitoba
  • Must be able to work for extended hours and/or overtime as required
