Position Description

POSITION SUMMARY:
The Clinical Manager, Acute Mental Health 10 Tower & Consultation Liaison Services is an innovative and self-directed, results-oriented professional who demonstrates a creative and collaborative management style and provides leadership to assigned area(s) of responsibility. The Clinical Manager is responsible for the overall management of the human and fiscal resources required to meet the patient care needs for assigned areas, as well, as for the integration of quality and other patient safety initiatives within the portfolio. The Clinical Manager takes an active role in strategic planning, program development, volume management and quality monitoring. The Clinical Manager promotes the integration and ongoing advancement of standards and best practices. As a leader, the Clinical Manager provides, facilitates and promotes the best possible professional service to the patients and employees of these units, as well as to the organization and community

The Clinical Manager is accountable to the Clinical Director. The Clinical Manager assumes responsibility for the designated areas as assigned. The Clinical Manager is accountable for the hiring and effective management of all direct report staff, including Allied Health and for financially managing the cost centres for assigned units. In collaboration with the Nurse Educator, the Clinical Manager facilitates educational activities on the unit.

This position is also responsible for the coordination of activities to enhance clinical utilization, patient placement and flow across the Mental Health & Addictions Program at both the Charlton and West 5th campuses. This position leads initiatives to improve patient flow processes by optimizing best practice utilization strategies and sustaining outcomes in collaboration with the Command Operation Services, Mental Health Program Managers, other members of the Patient Flow Team at SJHH, and external service providers.


QUALIFICATIONS:

  • Minimum of an undergraduate degree from an accredited university.
  • Regulated health professional Current registration in a regulated health care profession such as Nursing, Social Work etc.
  • Minimum of 3 years clinical frontline management experience, such as Charge Nurse, and demonstrates knowledge in relevant area of clinical practice
  • Clinically knowledgeable about disease entities; about epidemiological issues and about circumstances that may impact where a patient can be placed.
  • Experience utilizing LEAN principals and interventions to process redesign; knowledge of computer database management and report generation, and Project Management principles. Also, this role requires knowledge of mental health diagnosis and current treatment modalities, including knowledge of serious mental illness and community service options/resources available in the community.
  • Advanced knowledge of clinical practice and management principles.
  • Demonstrates excellence in interpersonal, communication, coaching, mentoring and team building skills that facilitate positive interactions among all members of the interdisciplinary team.
  • Demonstrates a clear understanding of the application of the RHPA legislation, CNO Standards of Practice.

RESPONSIBILITIES:
  • Oversees the orientation of new hires and ensures that role expectations are met in line with probationary timelines.
  • Develops, implements and evaluates staff education and training programs in collaboration with the nurse educator.
  • Contributes to education and professional development of staff, students, and colleagues in an environment of mutual respect and understanding.
  • Completes and authorizes appropriate Payroll and Human Resources documentation within timelines.
  • Monitors attendance of all direct report staff and ensures that expectations of attendance management program are adhered to.
  • Fosters effective employee and labour relations through knowledgeable interpretation and implementation of hospital policies and collective agreements. (ONA, CUPE, OPSEU).
  • Liaises with OH&S/HR to develop return to work plans for staff who need accommodation.
  • Completes annual vacation request process in accordance with union guidelines.
  • Completes monthly schedule for assigned areas.
  • Liaises with professional practice lead(s) and other managers as needed for issues concerning non-direct report staff i.e., social work and housekeeping.
  • Engages in review of all complaints/compliments for assigned areas including investigation and resolution of same.
  • Directs nursing practice and processes to ensure excellence in patient care delivery in accordance with MOHLTC and CCHSA Standards.
  • Designs and implements methods and techniques to monitor continuously improve the delivery of service.
  • Ensures excellence in patient care and service through continuous quality improvement processes that include planning, quality monitoring and risk avoidance.
  • Collaborates to ensure the development and use of appropriate resources and supplies to measure and evaluate processes and outcomes.
  • Facilitates the use of feedback strategies to maintain and improve performance of team members.
  • Develops, maintains and evaluates patient and staff data collection systems and processes to support the practice of nursing and the delivery of patient care.
  • Participates and collaborates with interdisciplinary daily rounds with a focus on delivering patient centered care, facilitation and monitoring of appropriate discharge planning and patient flow.
  • Reviews and completes all online incident reports for assigned areas.
  • Evaluates factors related to safety, outcomes, effectiveness, cost, and social impact when developing and implementing practice innovations.
  • Lead Program process change projects, while collaborating with program front-line staff, external and internal stakeholders.
  • Participates in corporate level process improvement projects to improve overall hospital efficiency and effectiveness. With specific experience in Lean, will assist others in the organization to lead Process improvement projects.
  • Develops collection methods and provides clinical data analysis on service utilization for inpatient acute areas which is used to measure performance of program in achieving corporate and program strategic goals. This includes report writing for various levels of the organization such as, executive team members, program managers, and front-line staff.
  • Reports this information to the Mental Health Patient Flow Working Group, Mental Health Community Advisory, and Mental Health Leadership Committee.
  • Monitors daily patient flow in the Mental Health & Addictions Program, and facilitates patient movement on days when patient flow is in an urgent and moderately urgent status. This includes forecasting patient flow status for the following days and planning strategies to address any issues. This would include informing and consulting with corporate and program managers, executive, physicians, front-line staff and external service providers when developing a response plan.
  • Provides consultation and participation on the development of various LHIN wide projects such as, the LHIN ALC working group on Hard to Serve Individuals, LHIN ALC Referral and Transfer Working Groups
  • Provides managerial coverage of other areas as needed for vacation/sick time relief.
  • Debriefs with staff and executive as needed following critical/other incidents.
