Salary: $8,647 – 9,014 – 9,394 – 9,811 – 10,225/month (2024 Rates)
Schedule: 70 hours bi-weekly; Monday to Friday from 8:00 AM – 4:45 PM (Nine-Day Fortnight)

This position works on the Housing Team in the Housing, Homelessness and Social Infrastructure organizational unit. This is professional planning work requiring specialized knowledge and involving complex problems and often politically sensitive issues. The Planner 2 is responsible for the development and coordination of policies, strategies and programs in housing, including implementation of HOME: Burnaby’s Housing and Homelessness Strategy. This requires a sound understanding of housing issues and challenges, including: the varieties of housing types and tenures, the process of residential development, the policies, bylaws, legislation and regulations governing planning for housing, and the practices and procedures for developing and implementing housing policies and strategies. Successful candidates are expected to exercise considerable initiative and are permitted considerable independent judgement in developing, completing and administering housing programs and projects. The position may be required to appear before community groups and the public to convey information regarding the municipality’s planning programs, such as to communicate with external government agencies and non-market housing operators, represent the City and the Department on various committees, working groups and at public meetings to present and answer questions. This role prepares comprehensive planning reports for submission to supervisors, boards and commissions, and the Municipal Council. Performs related work as required.
Qualifications include Master's Degree in Planning or related discipline with considerable professional experience in urban or regional planning; or an equivalent combination of training and experience. Thorough knowledge of the principles, practices, and objectives of urban and regional planning, such as municipal housing policy and provincial land use regulations. Considerable knowledge of economics, municipal finances and sociology as applied to urban planning. Considerable knowledge of the current literature, trends, and developments in the area of housing. Knowledge of standard statistical techniques and research methodology. Ability to plan, assign and supervise the work of others, to express ideas effectively orally and in a written or graphic manner. Ability to establish and maintain effective working relationships with other employees, professionals and the public, and to transmit clearly the principles and requirements of sound planning and development. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners is required.
