About This Role
We are seeking a Proposal Specialist to join our Services Division — a collaborative team delivering projects in oil and gas, petrochemical, renewable energy, power, mining, forestry, maintenance, turnarounds, and sustaining capital sectors.
This role is for someone who takes full ownership of proposal development, drives pursuit teams toward success, and is committed to delivering high-quality, client-focused submissions. You will manage the full proposal lifecycle — from initial planning and coordination to final submission and post-bid activities — ensuring every deliverable is strategic, compliant, and polished.
You will be expected to lead and support proposal efforts, coordinate with internal stakeholders, and uphold Graham’s standards of excellence in every submission. This is a hands-on, detail-oriented role that requires strong leadership, communication, and project management skills.

Key Responsibilities
Proposal Management
- Lead and/or support the end-to-end development of proposal responses (RFPs, RFQs, EOIs, SOQs), ensuring clarity, compliance, and strategic alignment.
- Manage pursuit documentation including compliance matrices, schedules, and contributor assignments.
- Facilitate kickoff meetings, status updates, and review sessions.
- Ensure all contributors are informed, aligned, and accountable for their deliverables.
- Manage complex proposal efforts under tight deadlines with competing priorities.
- Communicate win strategies, key messages, and differentiators to the team, and to the client.
- Write and edit proposal content, including but not limited to executive summaries, project descriptions, methodologies, resumes, and qualification summaries.
- Ensure all content is accurate, project-specific, client-focused, and compelling.
- Maintain consistency in tone, formatting, and branding across all materials.
- Manage proposal layout and visual presentation using MS Suite, Adobe InDesign and other tools.
- Incorporate compelling graphics and visual elements while adhering to branding guidelines.
- Ensure final submissions are polished, professional, and visually impactful.
- Serve as the primary liaison between proposal team members, subject matter experts, and leadership.
- Foster a collaborative environment that values diverse perspectives and shared success.
- Proactively support and mentor junior team members in proposal best practices.
- Revise, update, and maintain proposal assets including but not limited to project profiles, resumes, and templates, ensuring information remains accurate and current.
- Curate reusable content and data for future proposal responses.

Required
- Completion of a diploma or bachelor’s degree specifically in English, marketing, communications, design, or business preferred
- Minimum of 7 years of proven progressive experience in proposal management.
- Strong writing, editing, and proofreading skills with attention to grammar, spelling, and punctuation.
- Strong design sensibility and attention to visual clarity and consistency.
- Proficiency in Adobe Creative Suite, Microsoft 365, SharePoint, and proposal automation platforms.
- Experience with large-scale or multi-disciplinary proposal submissions.
- Strong communication skills and ability to work collaboratively across teams.
- Ability to understand and translate technical construction language into persuasive content.
- Completion of, or progress toward, APMP Certification.
