This position works in the Climate Action and Environment organizational unit. This is planning work at the professional level for the development and implementation of innovative approaches to improve ecological system health and support City-wide compliance with federal and provincial environmental and climate-related legislation (e.g. Fisheries Act, Species at Risk Act, Wildlife Act, etc.). An employee of this class applies specialized knowledge in environmental sustainability and climate action to major planning projects involving complex problems and often politically sensitive issues, particularly to advance the Environmental Sustainability Strategy and Climate Action Framework. This position supervises and participates in the collection and analysis of a wide variety of data required for the completion of major planning projects; makes independent studies to supplement existing sources of research data; coordinates findings and makes recommendations. This position also reviews development applications for compliance with local bylaws and permits and policies, as well as compliance with senior government regulations. The work of this class is distinguished from that of Planner 1, in that more complex tasks of considerable scope and magnitude are performed. Supervision may be exercised over professional and non-professional subordinates. Assignments are received verbally or in general outline. Incumbents are expected to exercise considerable initiative and are permitted considerable independent judgement in developing, completing and administering programs and projects. Major technical or policy problems are discussed with a professional superior. Work is reviewed through conferences, primarily to determine the extent to which it contributes to the objectives of the Planning Department. Performs related work as required.

Qualifications include a Master's Degree in Planning or related discipline with considerable professional experience in urban or regional planning; or an equivalent combination of training and experience. Considerable knowledge of the theory and practices of climate action and environmental sustainability applicable to planning. Ability to express ideas effectively orally and in a written or graphic manner, establish and maintain effective working relationships with other employees, professionals and the public. Membership or eligibility for membership in the Planning Institute of British Columbia or the Canadian Institute of Planners is required. Prior experience in local government and/or eligibility to serve as a Qualified Environmental Professional (QEP) is an asset.
