Role: Scrum Master Location: 7000 - 113 ST Edmonton, Alberta, CAN T6H 5T6 – Remote 24 Months Contract
Project Overview:
The Government of Alberta is undergoing a major digital transformation to deliver simpler, more efficient, and citizen-focused services. As part of this effort, the Digital Design and Delivery Division (DDD) serves as the central hub for modern digital practices across the Province, driving innovation, modernization, and service quality through human-centred design, agile delivery, and modern data practices DDD partners with GoA ministries on service innovation, program reviews, and digital transformation initiatives. To support this work, DDD requires up to four (4) Scrum Masters to guide cross-functional teams in delivering high-value digital services for Albertans
Role Overview
The Scrum Master will work across two to three concurrent digital initiatives, supporting cross-functional product and program review teams. These teams, led by GoA Product Owners and DDD practitioners, participate in the full product lifecycle—including discovery, field research, backlog creation, iterative delivery, and service launch The Scrum Master is accountable for:
    Removing impediments and ensuring teams can consistently meet sprint commitments Facilitating all agile ceremonies Coaching teams in agile principles and delivery practices Supporting the Product Owner with roadmaps, reporting, and release planning Enabling high-performing, self-organizing teams

Scope of Work & Responsibilities:
Agile Leadership & Team Coaching
    Lead and mentor cross-functional teams in agile principles, processes, and best practices Coach teams on estimation, sprint planning, dependency management, and issue resolution Support Product Owners with backlog prioritization, road-mapping, and reporting
Facilitation & Delivery Management
    Plan and facilitate all agile ceremonies: planning, stand-ups, reviews, demos, retrospectives, and refinement Facilitate ad-hoc working sessions as needed Ensure teams are aligned to sprint goals and delivery outcomes Maintain high transparency and communication across teams and stakeholders
Reporting & Metrics
    Maintain delivery metrics including sprint burndown, velocity, product and sprint backlogs Provide progress updates and reporting as required by the Province Ensure quality assurance and alignment with GoA delivery expectations
Digital Service Delivery Support
    Participate in activities such as field research, user interviews, and usability testing Support iterative delivery based on emerging user and business needs
Additional Details
    Expected to work up to 1,960 hours per term, subject to project needs Services and deliverables will evolve based on project findings and user needs

Must-Have
    Active Scrum Master Certification (PSM, CSM, or equivalent) 2+ years coaching teams in Agile methodologies 4+ years facilitating key Agile ceremonies 5+ years working in Agile development environments
Nice-to-Have
    Experience delivering virtual training via MS Teams Experience aligning work with Product Owner priorities Experience with Agile backlog management tools (Jira, Azure DevOps, etc.) 5+ years in software development processes and best practices 2+ years experience with GoA IT/IM frameworks 2+ years public sector experience Experience in registries modernization projects Experience working with teams using UX, service design, and design thinking practices

Location & Work Arrangement:
    Primarily remote, with occasional required travel to Edmonton on reasonable notice Potential travel within Alberta for field research Travel for GoA-initiated research will be arranged at no cost to the Province GoA reserves the right to adjust work arrangements with reasonable notice

Equipment & Tools:
    Scrum Masters must provide their own equipment (laptop, software, peripherals) GoA will provide system access and credentials Primary communication tool: Microsoft Teams (Zoom occasionally used but not provided)

Security & Background Checks:
    Criminal Record Check required at no cost to the Province Enhanced Security Clearance required for Justice-related work Higher-level clearances (e.g., RCMP Top Secret) may be required All approvals subject to GoA acceptance

Responses will be evaluated under the following categories:

  • Role-Specific Requirements – 20%

  • Pricing – 10%

Role-Specific Requirements (To Be Included at End of Resume)
Each candidate must provide two project examples addressing:
  • Overview of the project and candidate’s Scrum Master responsibilities
  • Domain of the project (public, private, or other) – public sector strongly preferred
  • Complexity: users impacted, departments involved, architecture, budget, or scope
  • Planning and delivery approach, and how Scrum Master enabled outcomes
  • Tools, skills, technologies used
Recent and public-sector-aligned examples will be evaluated more favorably.
Mandatory Training
Selected resources must complete mandatory GoA training, including:
    POPA (Protection of Privacy Act) ATIA (Access to Information Act) Security & Cybersecurity Information Management Respect in the Workplace Additional courses as required
