Job Summary

The role is primarily responsible for consolidating the city-wide Business Plan and operating budgets. This role works closely with the Supervisor Business planning in developing the tables required for Budget Book and ensuring the format is consistent with the Business planning guide. In addition this role would review and consolidate quarterly in-year financial reporting data and guide Departmental Financial Analysts in the Business Services team on various business processes to comply with established guidelines and procedures. The team also supports the Director & Treasurer, Leadership Team (LT), Mayor & Member of the Council and the Residents by providing an up-to-date account of the City's Financials through overview presentations.

Duties and Responsibilities

  • Coordinate the business planning process with the service area, ensuring all information is recorded accurately and timely.
  • Monitor and analyze budget variances, financial results and present funding recommendations.
  • Calculating the City’s tax levy by analyzing financial data.
  • Generating reports and presentations that highlight budget changes to the Leadership Team and Budget Committee.
  • Establishing effective working relationships with the Financial Analysts in Business Services, and providing guidance to ensure compliance with policies.
  • Providing Financial Analysts with guidelines to help build and manage the operating budgets.
  • Ensuring Financial Analysts have the necessary tools and information to fulfill their financial advisory roles.
  • Coaching, training and guiding Financial Analysts through complex operational issues.
  • Analyzing financial forecasts provided by Service Areas and identifying major variances for the City’s Council in form of a Corporate Report.
  • Creating all relevant By-Laws and co-ordinate with Legal/Clerks until approvals are received from the Mayor & Members of Council.
  • Implementing changes in ERP systems upon approval, as changes are controlled by the team to ensure the integrity of Capital By-Laws and Policies.
  • Ensuring consistency and capturing the changes to the existing budgets (Operating & Capital).
  • Implementing any budget impacts in our ERP systems once approved by Council.
  • Leading and participating in special projects assigned by FLT.

Skills And Qualifications

  • Graduation from a recognized post-secondary institution, preferably in Business, Public Administration, Finance, Economics, or related field.
  • Professional accounting designation (CPA, CA, CGA, CMA) designation required
  • Minimum 5 years of related experience preferably in a municipal or other public sector/government environment or an equivalent combination of education and experience.
  • Relevant certifications (e.g., PMP, Agile, or Scrum) are preferred.
  • Excellent analytical and organizational skills with an ability to manage multiple projects and priorities, under pressing deadlines, are essential.
  • Experience with process improvement methodologies (e.g., Lean, Six Sigma) is an asset.
  • Excellent research and written skills, including reading and interpreting legislation, regulations, and policies/standards required.
  • Strong interpersonal, presentation, and training skills required.
  • Ability to work as part of a team with a demonstrated ability to collaborate and work in consultation with internal staff as well as external groups, agencies, corporations, and Members of Council.
  • Excellent verbal and written communication skills. Must have strong organizational, problem solving and decision making skills.
  • Staying informed of all regulations and legal requirements that may influence financial policy, projects, and initiatives.

Hourly Rate/Salary: $ 89,464.00 - $ 119,286.00

Hours of Work: 35 per week
