The Opportunity:

This position is responsible for the daily supervision and direction of unionized Municipal Enforcement Officers (MEO) and Automatic Traffic Enforcement (ATE) Administration Staff. This role is expected to be a subject matter expert in all aspects of an operational MEO Unit and the ATE Program; capable of quickly and accurately dealing with escalated and complex issues that affect workflow processes and officer safety. In addition, this position is responsible for the administrative supervision and administrative direction of MEOs (also known as Community Peace Officers (CPOs) with enhanced authorities with respect to Criminal Code crimes “not in progress” (Theft Under $5000.00, and Mischief Under $5000.00).

This position also assists management in the recruitment, training, mentoring and development of staff, as well as scheduling, review and authorization of time entry. This position performs quality assurance audits, provides information to the Superintendent related to staff performance and brings forward areas of concern. The position supports Management with administration and operational research, planning and reporting including input to annual operational budget, research and sourcing of equipment and training, development of policies, procedures.

This role is privy to strategic and highly sensitive information; the ability to maintain confidentiality is vital.

This role performs the duties of a Municipal Enforcement Officer when required.

As our preferred candidate, you will have:

  • 2-year College Diploma in Criminal Justice Studies, Criminology from a recognized post-secondary institution or graduation from a recognized police academy.
  • Preference given to those with a bachelor’s degree in related fields.
  • Community Peace Officer – Level 1
  • 5 years of experience as a Community Peace Officer Level 1, Provincial Regulatory Investigator, or Canadian Police Officer with 2 years of direct supervisory experience
    • An equivalent combination of education and experience may also be considered.
  • Ability to pass RCMP Clearance and maintain clearance during the period of employment. (Note: Prior to receiving a formal offer of employment a successful candidate will be required to undergo complete RCMP Clearance processing).
  • Successfully maintain Community Peace Officer – Level 1 Status.
  • Ability to successfully complete the Government of Alberta Public Safety and Emergency Services, Public Security Peace Officer Program, Community Peace Officer / RCMP Enhanced Authorities Criminal Code course.
  • Must have a valid Alberta Class 5 driver’s license.
  • Successfully complete the P.A.R.E. physical testing within the prescribed time (4:45) and must be valid at time of hire.
  • Completion of Emergency First-aid, CPR and WHMIS certification.
  • Must qualify and maintain the CPO special training in the use of defensive tools (Oleoresin Capsicum spray and expandable batons)
  • Must obtain a Commissioner of Oaths appointment
  • Must obtain and maintain knowledge of police communications protocol
  • Able to successfully complete defensive driving training.
    • Must have previous Defensive tools, first aid, WHMIS and Radar/Laser training
  • Requires an understanding of GPS and GIS technology and its applications.
  • Must become proficient with the Roads/Moves program
  • Must pass a course related to speed measuring equipment, e.g., the use of lidar and radar
  • Must pass a decibel measuring equipment course for enforcement of City of Red Deer Noise Bylaw
  • Must maintain a high level of physical fitness to perform the duties of the role such as (but not limited to) extended foot and bike patrols.
  • Must become proficient with Microsoft programs including Outlook, Word, Excel
  • Must have firm knowledge and understanding of the Criminal Code of Canada, Federal Statutes, Provincial Statutes, Municipal Bylaws, Crown Prosecutor and Court processes, Protection of Privacy Act and the Access to Information Act Legislation
  • Experience working within a law enforcement Records Management System (e.g. Report Exec) as well as the Microsoft Office Suite of products, and Provincial/Federal databases and reporting system (e.g. JOIN/PROS/CPIC/ROADS/APIS)
  • Must possess strong written, and verbal communication in the preparation of documents and the maintenance of records combined with a strong ability to understand RCMP and City of Red Deer Policies and Procedures
  • Must demonstrate excellent communication, and possess de-escalation skills to navigate concerns, and complaints. Ability to remain calm in emergency and stressful situations.
  • Must have good working knowledge of Federal, Provincial and Municipal legislation (e.g. Criminal Code of Canada, Charter of Rights, Rules of Evidence, Traffic Safety Act)
  • Must possess excellent leadership, organizational and time management skills with the ability to be self-motivated and work independently with little supervision
  • Ability to work independently with strong decision-making capabilities and critical problem-solving skills
  • Ability to work as part of the team; contributing to a respectful workplace at all times
  • Ability to discretely handle sensitive information while maintaining confidentiality
  • Ability to multitask and prioritize on demand

Remuneration:

$51.78 to $54.51 per hour. (2025 Rates)

Hours of Work:

75 hours biweekly. Shift work, 11.25 hour shifts scheduled for days, nights, and weekends.
