THE OPPORTUNITY

The Community Navigator is a trusted community presence responsible for fostering social inclusion, improving access to services, and strengthening the well-being of residents across Parkland County. This position acts as a bridge between individuals—especially those experiencing vulnerability or isolation—and available supports, while cultivating strong local partnerships and promoting community engagement through events, outreach, and resource navigation. This position reports to the Manager of Individual and Family Support Services.

This is a three (3) year full-time, temporary grant-funded position with a possibility of extension. The salary range is $66,976.00 - $79,606.80

RESPONSIBILITIES

1. Community Engagement & Relationship Building
  • Cultivate and maintain meaningful relationships with residents, service providers, Indigenous leaders, schools, libraries, and local organizations.
  • Facilitate connections in under-served hamlets through pop-ups, mobile outreach, and community cafés.
  • Promote a consistent, visible presence at events and public spaces across Parkland County.
  • Collaborate with local stakeholders to co-design culturally inclusive and accessible programs.

2. Service Navigation & Connection
  • Provide residents with information, resources, solution-focused support, and warm referrals to appropriate services (housing, food security, mental health, financial aid).
  • Coordinate with Community Social Workers and other service providers to reduce duplication and increase service alignment.
  • Connect residents experiencing complex challenges, including elder abuse, domestic violence, and poverty, with appropriate referrals and advocacy.
  • Promote mental wellness and positive outcomes through community engagement and outreach.

3. Program Planning & Delivery
  • Organize and promote capacity-building events, workshops (e.g., SafeTalk, elder abuse prevention), and information clinics (e.g., Volunteer Income Tax).
  • Work collaboratively to identify emerging needs in the community and design targeted programming.
  • Leverage and activate community halls as spaces for program delivery and engagement.

4. Data, Reporting & Administration
  • Maintain accurate and timely documentation of client interactions, care goals, and referrals within approved databases.
  • Collect and report data to support evaluation of client outcomes and service effectiveness.
  • Identify and share opportunities for partnerships, initiatives, or resources that foster youth mental health and wellness within the community.

5. Safety, Ethics, and Professional Development
  • Maintain knowledge of and compliance with privacy legislation (such as Access to Information Act and Protection of Privacy Act and the Child, Youth, and Family Enhancement Act), ethical standards, and organizational policies.
  • Participate in relevant training, including Indigenous cultural safety and trauma-informed care.
  • Report safety concerns or incidents in alignment with policy and promote a culture of safety in the workplace.

6. Other Duties
  • Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
  • Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  • Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
  • All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
  • Employee are expected to stay current on WHMIS and other safety-related procedures.
  • Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:
  • Post-secondary diploma in Human Services, Community Development, or related field.
  • Candidates who have completed education in a discipline governed by Alberta’s Health Professions Act must be registered and in good standing with the relevant regulatory college prior to commencing employment. Proof of active registration will be required.
  • Minimum 2 years’ experience in community development or social support roles.
  • A combination of education and experience may be considered.
  • Experience working in rural, municipal, multicultural, or Indigenous contexts.
  • Strong communication skills (verbal and written) and good presentation skills.
  • Excellent collaborative negotiation and problems solving skills.
  • Ability to work effectively and professionally with all levels within the organization and externally.
  • Ability to work both independently as well as within a multifaceted team environment.
  • Strong customer service orientation and the ability to build positive, productive relationships.
  • Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
  • Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation
  • Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.

ASSET QUALIFICATIONS:
  • Mental Health First Aid Certification.
  • Standard First Aid and CPR.
  • ASIST Certification.
  • Training in De-escalating Potentially Violent Situations.
  • Knowledge of community resources, systems navigation, and social determinants of health.
  • Ability to work independently and collaboratively in complex community settings.
  • Demonstrated ability to identify needs, develop responsive programming, and advocate effectively.

CONDITIONS OF EMPLOYMENT

CONDITIONS OF EMPLOYMENT:
  • Class 5 Driver’s License.
  • Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
  • Criminal Record Check Clearance.
  • Vulnerable Sector/Child Intervention Check.
  • Must maintain active licensing with the Alberta College of Social Workers, including the requirement for ongoing professional development (if applicable).

WORKING ENVIRONMENT:
  • Monday to Friday.
  • Hours of Work: 8:30am to 4:30pm, some evening and weekends may be required
  • Frequent travel throughout rural Parkland County
  • Working in an office environment and community locations
