Vancouver Coastal Health (VCH) is seeking an engaging and collaborative medical staff leader for the role of Regional Medical Director, Primary Care who fosters trust, credibility, and strong working relationships across the primary care system. Reporting directly to the Vice President of Medicine and Academic Affairs, this role receives program direction from the Vice President of Community Services, the Regional Executive Sponsor to the Senior Executive Team. Working in co-leadership with the Regional Executive Director, Primary Care, the Regional Medical Director provides strategic senior medical leadership for planning, evaluating, and advancing the primary care regional program and associated services.

In partnership with the Regional Program Executive Director, this role will co-develop and implement regional strategies for VCH and Providence Health Care (PHC) that align with organizational strategy and the provincial mandate. This includes, but is not limited to, working with the divisions of family practice and MoH to increase attachment and timely access to team-based longitudinal care, as well as urgent, episodic, and after-hours primary care, and incorporating best practices and research evidence from leading domestic and international health systems.

The Regional Medical Director will champion quality improvement, innovation, and knowledge translation, leveraging strategic assets such as AI and technology tools to pilot new and scale successful initiatives across primary care. Additionally, this role will foster high-functioning partnerships and strengthen relationships across the primary care continuum, including Urgent Primary Care Centres (UPCCs), Primary Care Networks, VCH Primary Care Services, and contracted community health centres.

Co-chairs the Regional Program Committee’s with the Regional Executive Director to ensure consultation and close collaboration with Communities of Care (CoC) medical leadership and other operational partners responsible for delivering health care services, achieving Ministry of Health clinical services plan for program, service quality, and meeting quality metrics and standards. Also ensures consultation with Family Medicine leadership (e.g., University Departments of Family Practice) to support research and innovation within the program. The UPCC’s will integrate with UBC’s academic and clinical environment, supporting teaching and research while serving the community.

Guided by a population health approach, designs and evaluates services to meet the primary care needs of the diverse population across the Communities of Care (CoCs) and Providence Health Care (PHC), in accordance with regional, provincial, and national standards and provincial legislation, policies and guidelines, securing a high-quality, safe, and integrated continuum of care. This work aligns with VCH’s commitment to Indigenous Cultural Safety, Anti-Racism, Equity, Diversity and Inclusion, and Planetary Health. While the coordination of regional planning will be the responsibility of the Regional Program, the implementation, service delivery, and day-to-day accountability for budget and performance targets rest with the respective Community of Care.



Key Accountabilities

With direction from the Executive Sponsor and in partnership with the Regional Program Executive Director, this role is accountable for the following

Ensure Equitable and Timely Access to Culturally Safe Care Across VCH and PHC

  • In close collaboration with the Indigenous Health teams and other key partners such as FNHA, continue to build and enhance culturally safe and trauma-informed care across the continuum of care.
  • Engage communities and the public to reflect their needs in the development of Regional Program plans, particularly where significant change is anticipated.
  • Create an overview of the services provided by the regional program, summarizing key services, physical infrastructure, and provider resources for all sites.
  • Lead QI and data driven improvements and innovation.
  • Identify, prioritize, and implement opportunities to improve efficiency, coordination, access, and integration of services along the continuum of care across the region.


Ensure Consistent, Low-Carbon, and High-Quality Standards of Care

  • Co-lead key strategic projects and initiatives including
  • Leading regional quality improvement initiatives. (e.g. Cerner EMR Implementation)
  • Facilitating regional safety event reviews.
  • Facilitating equity through team-based models of care, outreach, and virtual care across the region, including rural and remote communities.
  • Consistently identify opportunities to improve health outcomes and quality standards, matching services against needs.
  • Work closely with Academic Leadership (UBC Faculty of Medicine, VCHRI, Providence Health Care academic teams) to facilitate discussions on developing innovative strategies for teaching, learning, and research opportunities.


Coordinate and Align Local, Regional, and Provincial Strategies and Policies

  • Collaborate strategically with Regional Department Head of Family Practice, VCH site leads, senior medical directors, and others to ensure their perspectives are represented within the Regional Program Committee. As applicable, conduct onsite visits across Communities of Care, including rural and remote.
  • Build and sustain trusted relationships, influencing and aligning partners through strong communication, credibility, and genuine engagement to achieve shared regional goals.
  • Oversee strategic investments in consultation with the Executive Sponsor.
  • Co-lead regional strategic planning for the Regional Program within the context of the MoH, VCH, and PHC strategic plans, ensuring recognition and alignment with these and the CoC strategies, including all clinical and academic components.
  • Establish regional program processes and outcome targets, developing key indicators for monitoring and reporting to support meeting strategic goals and objectives, while providing status updates to the CoCs and senior leadership.
  • Coordinate and co-chair the Regional Program Committee meetings to discuss relevant regional issues and ensure communication among the parties participating in the delivery of services within the Regional Program. *Direct and monitor the activities of working groups and subcommittees as required.




Provide a Single Point of Contact for Each Service Within the Health Authority

  • Represent VCH interests to inter-regional, provincial, and national interest groups.
  • Act as a spokesperson for VCH as required and participate in relevant committees and boards.
  • Be involved in recruitment of additional regional program leadership roles as appropriate.
  • In collaboration with the Executive Sponsor, respond to requests from the Ministry of Health.
  • Perform all other related responsibilities as required.


Education, Licensing, & Experience

  • A Medical Degree and certification with the College of Family Physicians of Canada (CFPC) or equivalent, and active licensure with the College of Physicians and Surgeons of Canada as required for medical staff appointment, with recognized clinical expertise in the field of the regional program.
  • Experience in working in a primary care/longitudinal primary care environment.
  • A minimum of 5 years recent medical leadership experience in leadership roles in a health authority or comparable setting, preferably in an academic health science center.
  • Demonstrated ability to build and sustain strong relationships with peers, operational leaders, and system partners through trust, respect, and effective collaboration.
  • Advanced degree in medical education, healthcare administration or a related field is favored.
  • A track record of leading development of multi-partner, system-level projects and initiatives is highly desirable.
  • Eligibility for a faculty appointment with the University of British Columbia, Faculty of Medicine, is required.
