La Cité universitaire francophone is seeking an exceptional bilingual relationship builder, recruiter and content creator to join our team as our next Manager, Recruitment & Public Relations.
This role offers a unique opportunity to shape the visibility and reputation of French-language and bilingual programs across Saskatchewan and beyond. You’ll have the chance to engage directly with youth, families, educators, and communities across the province.
Additionally, you’ll represent the University of Regina in francophone media, community events, and recruitment networks. Your primary focus will be on driving growth in high-impact programs such as Bilingual Nursing, Social Work, Le Bac, French & Francophone Studies, Graduate Studies, and more
The Manager, Recruitment and Public Relations will lead recruitment activities across the province to attract students to La Cité. Their key responsibilities include conducting research and competitive analysis, identifying important partners, and engaging with stakeholders such as alumni, school boards, and community organizations. The incumbent will collaborate with relevant parties to develop and maintain expertise in educational systems, accurately identifying and assessing candidates for admission, and implementing and evaluating recruitment activities. They will also work with the University of Regina recruitment team to identify areas of collaboration for mutual success.
Public relations and marketing are crucial aspects of recruitment. The Manager, Recruitment and Public Relations will create effective event marketing and public relations materials to promote and support La Cité. They must stay updated on La Cité’s and University’s policies and directions, as well as trends in recruitment, marketing, social media, content creation, and public relations. This ensures that marketing strategies and tools are up-to-date and effectively convey messages across all platforms.
The incumbent will manage La Cité’s social media platforms, including developing a content strategy and digital media schedule to maintain and expand La Cité’s online presence and engagement. They will execute strategies to increase visibility and followers across all platforms.
The incumbent will work closely with the University Communications and Marketing (UCM) team to ensure consistent branding and identify shared areas of interest.

- Concevoir et mettre en œuvre des stratégies innovantes pour attirer les apprenants francophones et francophiles en Saskatchewan et sur les marchés internationaux.
- Agir comme principal point de contact pour les écoles d’immersion, les écoles du CÉF, les conseillers en orientation et les consultants en éducation internationale. Représenter La Cité lors de salons, visites scolaires, événements communautaires et entrevues médiatiques
- Diriger la création de contenu en français et en anglais pour le site Web de La Cité, les médias sociaux, les communiqués, les campagnes et les outils de marketing.
- Développer des récits mettant en valeur la réussite étudiante, la recherche professorale, les partenariats communautaires et l’excellence des programmes. Superviser la stratégie médias sociaux de La Cité afin d’accroître la visibilité et l’engagement
- Établir des relations solides avec Communications & Marketing (UCM) de l’Université de Regina et les unités centrales de recrutement.
- Gérer les demandes des médias francophones — fréquentes, médiatisées et souvent sensibles en contexte linguistique minoritaire. Agir comme « visage » de La Cité lors des activités communautaires et de recrutement
- Utiliser les données pour affiner les cibles de recrutement, améliorer les taux de conversion et mesurer l’efficacité des campagnes.
- Gérer les budgets de recrutement et de marketing ; superviser les contrats avec les consultants en éducation nationaux et internationaux.

- Serve as the main liaison for immersion schools, CEF schools, guidance counsellors, and international education consultants.
- Represent La Cité at fairs, school visits, community events, and media interviews.
2. Public Relations, Branding & Digital Presence
- Lead all French and English content creation for La Cité’s website, social media, press releases, campaigns, and marketing materials.
- Develop storytelling that highlights student success, faculty research, community partnerships, and program excellence.
- Oversee La Cité’s social media strategy to grow visibility and engagement.
3. Strategic Partnerships & Media Relations
- Build strong relationships with U of R Communications & Marketing (UCM) and central recruitment units.
- Manage media inquiries from francophone media outlets, which are frequent, high-profile, and often sensitive in a minority-language context.
- Serve as the “face” of La Cité during community and recruitment events.
4. Data, Planning & Administration
- Use data to refine recruitment targeting, improve conversion rates, and measure campaign effectiveness.
- Manage recruitment and marketing budgets; oversee contracts with national and international education consultants.

Position Requirements Qualifications:
- Baccalauréat en communications, marketing, relations publiques ou domaine connexe.
- Minimum de cinq ans d’expérience en recrutement, marketing, communications ou dans un rôle similaire. Une expérience additionnelle directement liée constitue un atout.
- Expérience démontrée en création de contenu numérique bilingue et en gestion des relations médiatiques.

- Capacité de voyager en Saskatchewan, au Canada et à l’international.
- Permis de conduire valide.
- Bilingue (français et anglais).
- Capable de produire un contenu soigné et percutant dans les deux langues officielles du Canada.
- Habile à adapter votre ton selon le public : jeunes, parents, leaders communautaires, hauts dirigeants, médias.
- À l’aise d’interagir avec des personnes issues d’horizons culturels variés, des populations nouvellement arrivées et des communautés rurales
- Confortable pour présenter devant de petits groupes, de larges audiences ou en direct aux médias.
- Capable de concevoir, planifier et exécuter des stratégies de recrutement et de relations publiques de manière autonome.

- Expérimenté en analyse de contenu, systèmes CRM ou plateformes d’inscription. Passionné par le soutien aux communautés francophones en contexte minoritaire et l’accès aux études postsecondaires
What You’ll Bring to this Position:
- Bachelor’s degree in communications, marketing, public relations, or relevant field.
- Minimum 5 years of experience in recruitment, marketing, communications, or related roles.
- Bilingual (French and English)
- A combination of education and experience may be considered.

- Demonstrated experience creating bilingual digital content and managing media relations.
- Experience working in minority-language contexts or with francophone communities considered an asset.
- Ability to travel across Saskatchewan, nationally, and internationally.
