On behalf of our client, Procom is seeking a senior project manager to lead an enterprise level application migration project.
Senior Project Manager - Job Description:
To prepare for the Kamloops Data Centre exit and consolidation of RCH and SMH data centers by 2027, all Fraser Health applications must be migrated to ensure a smooth transition. The project manager will coordinate with a third-party consulting team, Fraser Health Informatics (application owners), FH architecture and infrastructure, Kyndryl (on-premises DC management), and PHSA for DC and network tasks. The migration will be led by the third party, with Fraser and PHSA teams supporting, testing, and providing information as needed. The third party will manage its own project resources.

Application Migration and Final Disposition (primary are consultants)
- Evaluation/Migration Partner Selection SoW - Consultancy
- FH Teams engagement for data gathering
- Partner IT organization coordination and engagement.
- Analyze and create the final Disposition decisions with vendor, Fraser IT and Application Teams
- Support the 3rd party vendor’s migration factory teams(s) in the analysis and verification of the disposition collateral
- Participate in wave planning for the applications to be migrated
- Manage the Fraser health project and its activities within the PMO project framework
- Participate in third party validation of third-party milestone achievements for payment approvals.
- Finalization of human sourced application information from Fraser Teams, PHSA, and Vendor(s)
- Input to FH Governance on applications needing replacement and justification so they can be migrated before 2027.
- Provide input on budget analysis and cost models
- Track the project and its deliverables
- Communicate project, milestones, risks and remediations to management and leadership
- Recommend final migration factory concepts
- Review and approve Final Wave plan
- Review and approve final Application Disposition (re-host, retain, re-platform, retire)
- Review and approve Final Migration Factory
- Contingency plan for non-moved applications due to project issues
- CCH capacity uplift plan
- Governance and process documentation
- Financing requirements for operations and budget for execution
- Migration of FH applications from KDC to Azure, or CCH (partial migration depending on wave plans)
- Assess and select a managed services partner for migration of applications
- Create a draft 2026/2027 budget for year two migrations
- Adhere to FH PMO artifacts, policies, updates and financial processes

- Cloud Managed Services Plan
- Cloud managed services provider selection.
- FH and PHSA Governance
- Communication Plan
- Finance and budgeting for Capital to Operating cost shift
- Track financial aspects of the program, including invoices, SOWs. POs, Smartsheet forecast details and actuals
- Communications both Internal and to KDC/RCH/SMH governance at PHSA.
