JOB SUMMARY

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis and Mott MacDonald supported by Weston Williamson + Partners, Woods Bagot and WSP. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.


The Deputy Technical Director supports the Technical Director in driving all design and technical activities across the Accelerator Program’s four major Sub-Programs: Airfield Civil & Electrical, Interim Infrastructure, Greenhouse Gas Reduction Projects, and Priority Projects.

This role provides Program-Wide technical leadership, ensuring design integration, technical governance, risk identification, constructability, and alignment with PACT’s decision-making, escalation, and governance structure. The Deputy acts as a key link between design teams, construction delivery, PMO functions, GTAA, stakeholders and functional working groups to ensure smooth coordination and progress across a complex, multi-staged progressive design-build environment.


REQUIREMENTS

  • Lead overall coordination and delivery of all design and technical activities across the Accelerator Program’s Sub-Programs (Airfield Civil & Electrical, Interim Infrastructure, GHG, and Priority Projects).
  • Oversee design progress to ensure all deliverables meet program milestones, GTAA requirements, and PACT technical standards.
  • Set technical expectations, standards, workflows, and review gates for PACT’s design partners and Sub-Program teams.
  • Lead cross-discipline coordination to ensure alignment between civil, electrical, structural, mechanical, architectural, utilities, and operational design components.
  • Conduct technical reviews, constructability assessments, and value engineering to reduce risk and improve delivery efficiency.
  • Manage interfaces and dependencies across major scopes such as FECs, ALCMS, airfield lighting distribution, duct banks, Runway pavements, Spring Creek Culvert Tunnels, utilities, Interim Terminal, Bridges, Parking, hardstands, clean heat systems, PV arrays, EV charging, and Priority Projects infrastructure.
  • Operate as the technical escalation point, ensuring issues are either closed out through the appropriate Working Groups or escalated, as required, throughPACT’s governance and escalation framework.
  • Prepare and contribute technical content for Senior Management, Sub-Program, Steering Group, and Executive Committee meetings.
  • Maintain and update technical risk registers in coordination with Sub-Program Directors and the Technical Director.
  • Maintain strong senior relationships with the Owner’s Engineers/Representatives and PACT’s design partners.
  • Support quality assurance processes, ensuring all design documentation meets GTAA standards, regulatory requirements, and PDBA obligations.
  • Coordinate technical integration between design and construction teams to ensure design intent aligns with build methods and site realities.
  • Review drawings, models, technical reports, and specifications for accuracy, completeness, and constructability.
  • Facilitate timely issue resolution with design JV partners, construction JV partners, consultants, and GTAA stakeholders to meet the project milestones.
  • Provide oversight and guidance to technical and design staff, contributing to a collaborative and solution-focused technical culture.
  • Act as the Technical Director’s delegate when required, ensuring continuity of design leadership and decision-making.
  • Support the development and continuous improvement of technical processes, templates, and review gates across the program.
  • Build and scale the technical organization as needed to support program growth and delivery phases.


WORK CONDITIONS

The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices as required. This position is 5 days per week with core hours of work between approximately 7:30am–5:00pm with 1 hour lunch or as agreed upon with your manager. All employees must complete a RAIC and Criminal background check.


DESIRED SKILLS, KNOWLEDGE & COMPETENCIES

  • 15+ years of experience in large-scale infrastructure, aviation, transportation, or municipal capital projects.
  • Strong knowledge of multidisciplinary design delivery in progressive design-build or similar contracting models.
  • Demonstrated experience with complex interface management across civil, electrical, mechanical, structural, and utilities.
  • Understanding of airfield works, brownfield construction, terminal design, or similar high-complexity scopes (asset replacement, operational facilities, phased construction).
  • Familiarity with GTAA standards, Transport Canada, NAV CANADA, or similar regulatory frameworks (preferred).
  • Strong communication, interpersonal and coordination skills with the ability to navigate multi-stakeholder environments.
  • Experience working within structured governance environments and escalating/closing issues.
  • Ability to interpret drawings, specifications, design reports, and technical documentation.
  • Ability to manage and steer a large team of direct reports.
  • Strong organization, problem-solving, and analytical thinking abilities.
  • Proficiency with common design and project management tools (e.g., Bluebeam, SharePoint, Autodesk Construction Cloud, BIM platforms, MS Teams).
  • Collaborative leadership mindset with a focus on integration, risk mitigation, and solutions-driven delivery.
